b. Streets to continue to the boundaries of tract; • <br /> c. Streets generally following contour lines; <br /> d. Streets intersecting at right angles, or as nearly as <br /> possible; <br /> e. Nothing less than full width streets and no boundary <br /> streets on the tract in which the plat is located, unless <br /> required to provide right-of-way for streets and arterials <br /> designated by the official comprehensive plan or portions <br /> thereof; <br /> f. Alleys, if provided, must be at least 24 feet wide; <br /> g. Where a subdivision abuts or contains an existing or proposed <br /> arterial street, the Planning Commission may require <br /> marginal access streets, reverse frontage with screen <br /> planting contained in a non-access reservation along the <br /> rear property line, deep lots with rear service alleys, or <br /> such other treatment as may be necessary for adequate <br /> protection of residential properties and to afford separation <br /> of through and local traffic; <br /> h. Dead-end streets, designed to be so permanently, shall not <br /> be longer than 400 feet and shall be provided at the closed <br /> end with an appropriate turn-around as determined by the <br /> Planning Commission upon recommendation of the City <br /> Engineer. <br /> 2. Blocks shall meet the following requirements: <br /> a. The length of blocks shall not exceed 1200 feet; <br /> b. In any block exceeding 600 feet length, there shall be <br /> provided a right-of-way at or near the middle of the block <br /> where deemed essential to provide circulation, or access <br /> to schools, playgrounds, shopping centers, transportation <br /> and other community facilities; and this right-of-way shall <br /> be at least 15 feet in width; <br /> c. The number of streets intersecting with the major arterials <br /> of all classes shall be held to a minimum. <br /> Street Right-of-Way Requirements <br /> 1. "Design standards for major and secondary city streets in the <br /> State of Washington" prepared by the State of Washington Design <br /> Standards Committee, April 1, 1962, shall prevail for all new <br /> plats submitted to the Planning Commission, with the exception <br /> (7) <br />
