B. SPU SPECIFIC EVALUATION CRITERIA: <br />Subseciion 41.150,D.1.c of ihe Zoning Code — Special property use Permits — contains <br />specific evaluation Criteria (or Above Ground Uliliry and Communication Facilities. Many of <br />these criteria are intended to address new or expanded utiiity structure (i.e., monopoles) <br />and are not applicable to the instant application. The following are "Findings" and <br />`Conciusions" relativa to the Spe�ific Evaluation Criteria: <br />All utility and Comm,�nications facilities shall be designed, landscaped, or <br />otherwise screened to ensure compati6ility with surrounding properties. <br />Findina; The applicanfs design complies ,vith the screening and landscaping requirements for <br />major u!ility and communicaticns facilities lo be landscaped and/or screened to insure <br />compatibility with surrounding properties. <br />2. Antennas associated with above ground utility of communication facilities shall be <br />located on existing or replacement towers or structures to the maximum extent <br />technically feasible to discou�age ihe proliferation of tower structures. <br />FSndin : The proposal is to add antennas to an exisling wireless communications utilily pole. <br />\�v'hen proposed to be located on an existing or reFlacement utility or communications structure <br />or other non-residertial structure �n a residenlial zone, Review Process II shall be required. <br />3. Tower structures for above ground utility andlor communications facilities shall not <br />be located in or within 300 feet of residentially zones areas. <br />Findin : No lower structure is being proposed or inodified. <br />4. When tower structures for a6ove-ground utility andlor communications facilities are <br />proposed to be located within 300 feet of residentially zoned areas, In or within 200 <br />feet of c�ateway corridors as desic�nated by the Everett Comprehensive Plan, or in or <br />witfiin 200 feet or areas under the jurisdiction of the Shoreline Master Program, <br />zones which otherwise require Review Process II shall use Review Process III. <br />Findin : PJo tower structure is being proposed or modified. <br />5. All utility and communication facilities shall be installed underground orwithin <br />struckures to the c�reatest extent practical in order to maximize safety a�d <br />minimize visual and noise impacts upon surrounding properties. <br />Findin : The proposed use is compatible with the surrounding property. The antennas will be <br />tlush mounted on the existing pole and painted to match. The equipment compound is screened <br />and landscaping is not being proposed, <br />6. Above c�round and communications facilities shall be designed so as to be lowest <br />heioht possible to adequately serve the needs of the public for the proposed utility <br />of communication service. <br />Findin : No height increase lo the existing utility pole is proposed. <br />4 <br />
