Stantec <br /> August 6,2019 <br /> Page 9 of 14 <br /> Subtask 500.004 North Plant Alternatives <br /> Stantec will conduct detailed analysis of the four most favorable alternatives resulting from Subtask <br /> 500.002.A progress workshop will be conducted with City staff to review alternatives development and <br /> present preliminary findings prior to finalizing the alternatives analysis. The best apparent alternative <br /> for North Plant improvement, including any condition recommendations identified in Task 300,will be <br /> identified and summarized. As with the condition assessment,these alternatives will identify near and <br /> long-term improvements. <br /> Subtask 500.005 Recommended Liquid Stream Improvements <br /> Stantec will prepare a draft TM summarizing the results of the liquid stream improvements and <br /> preliminary recommendations based on the criteria established in Subtask 500.001 and feedback <br /> provided in the alternatives progress review workshop.Stantec will conduct a 3-hour alternatives <br /> evaluation workshop with City staff to review the final alternatives, discuss evaluation findings and <br /> preliminary assessment, and make a final determination of the recommended improvements.This <br /> recommendation will form the basis for the Recommended Plan and CIP described in Task 800. Stantec <br /> will prepare an agenda and minutes for the workshop. <br /> Deliverables: <br /> • Draft Alternative Screening and Evaluation Process TM <br /> • Workshop with City to discuss alternatives development <br /> • Draft Liquid Stream Alternatives Analysis TM <br /> • Workshop with City staff to review draft TM and select recommended alternative <br /> • Meeting agendas and minutes <br /> Task 600 Biosolids Alternatives Analyses <br /> Stantec will work with City staff to screen and select alternatives for improving the WPCF biosolids <br /> treatment,storage, and reuse/disposal processes and practices for further evaluation. Biosolids <br /> management alternatives will be screened concurrently with liquid stream alternatives,and selected <br /> options further evaluated to determine the preferred long-term biosolids management strategy.The <br /> final recommendation will include a capital improvement plan as well as additional efforts needed to <br /> support long-term implementation of the preferred management approach. <br /> Subtask 600.001 Biosolids Management Opportunities and Treatment Screening <br /> In support of the screening and evaluation effort described in Subtask 500.001,Stantec will prepare a <br /> brief summary of Class A and Class B reuse opportunities in Washington for comparison with the current <br /> practice of contract solids removal.The summary will identify typical types of customers and the relative <br /> level of demand for biosolids products but will not include specific market analysis or demand estimates. <br /> Screening of biosolids alternatives will be conducted as part of Subtask 500.002. <br /> Subtask 600.002 Biosolids Handling Alternatives Evaluation <br /> Task 500.002 includes a screening evaluation of both liquid stream and biosolids alternatives. For the <br /> four alternatives identified for detailed review,Stantec will conduct an evaluation of alternatives to <br /> manage biosolids generated at the WPCF and develop the required storage, reuse,and disposal facilities <br /> for the anticipated quantity and class of biosolids. <br />
