Stantec August 6,2019 Page 10 of 14 Subtask 600.004 Recommended Biosolids Improvements Stantec will evaluate biosolids alternatives based on the criteria and decision process identified in Task 500.002, and prepare a draft TM summarizing the alternatives evaluation and preliminary recommendations.Stantec will conduct a 3-hour alternatives evaluation workshop with City staff to review the final alternatives,discuss evaluation findings and preliminary assessment, and make a final determination of the recommended improvements.This recommendation will form the basis for the Recommended Plan and CIP described in Task 800. Stantec will prepare an agenda and minutes for the workshop. Deliverables: • Draft Biosolids Alternatives Analysis TM • Workshop with City staff to review draft TM • Meeting agenda and minutes Task 700 Additional Program Evaluations Stantec will assess the adequacy of existing programs to support existing and recommended treatment plant operations. Program evaluations anticipated in this task include industrial pretreatment,WPCF staffing, and public/community impacts. Subtask 700.001 Industrial Pretreatment Assessment Stantec will review the City's existing industrial pretreatment Plan and program elements and make recommendations to support long-term function of the WPCF.The assessment will include reviewing the existing Plan and supporting ordinances, conducing a meeting with City staff to review the activities, supplies, and functions currently conducted as part of the industrial pretreatment program,and identifying recommended improvements and cost or staffing impacts. Subtask 700.002 Operational Staffing Assessment Stantec will assess the certification level and training of staff with respect to meeting the plant's operational needs under current conditions and with the recommended treatment improvements. This will include input from WPCF staff and managers,and preliminary findings will be reviewed in an Operations/Staffing workshop. This review will include the number of operators as well as their required skill sets,and their certification as needed by the Ecology. Subtask 700.003 Public/Community Impacts Stantec will identify public or community impacts associated with the recommended treatment improvements identified in Tasks 500 and 600, as well as additional stakeholder outreach or coordination required to implement the Facility Plan recommendations. Stantec will develop a TM to summarize the results of this analysis and will conduct a workshop to review these findings with the City staff. Stantec will prepare an agenda and minutes and provide those to the City. Comments on the Technical Memorandum will be incorporated in the Draft Facilities Plan.
