Stantec <br /> August 6,2019 <br /> Page 10 of 14 <br /> Subtask 600.004 Recommended Biosolids Improvements <br /> Stantec will evaluate biosolids alternatives based on the criteria and decision process identified in Task <br /> 500.002, and prepare a draft TM summarizing the alternatives evaluation and preliminary <br /> recommendations.Stantec will conduct a 3-hour alternatives evaluation workshop with City staff to <br /> review the final alternatives,discuss evaluation findings and preliminary assessment, and make a final <br /> determination of the recommended improvements.This recommendation will form the basis for the <br /> Recommended Plan and CIP described in Task 800. Stantec will prepare an agenda and minutes for the <br /> workshop. <br /> Deliverables: <br /> • Draft Biosolids Alternatives Analysis TM <br /> • Workshop with City staff to review draft TM <br /> • Meeting agenda and minutes <br /> Task 700 Additional Program Evaluations <br /> Stantec will assess the adequacy of existing programs to support existing and recommended treatment <br /> plant operations. Program evaluations anticipated in this task include industrial pretreatment,WPCF <br /> staffing, and public/community impacts. <br /> Subtask 700.001 Industrial Pretreatment Assessment <br /> Stantec will review the City's existing industrial pretreatment Plan and program elements and make <br /> recommendations to support long-term function of the WPCF.The assessment will include reviewing <br /> the existing Plan and supporting ordinances, conducing a meeting with City staff to review the activities, <br /> supplies, and functions currently conducted as part of the industrial pretreatment program,and <br /> identifying recommended improvements and cost or staffing impacts. <br /> Subtask 700.002 Operational Staffing Assessment <br /> Stantec will assess the certification level and training of staff with respect to meeting the plant's <br /> operational needs under current conditions and with the recommended treatment improvements. This <br /> will include input from WPCF staff and managers,and preliminary findings will be reviewed in an <br /> Operations/Staffing workshop. This review will include the number of operators as well as their <br /> required skill sets,and their certification as needed by the Ecology. <br /> Subtask 700.003 Public/Community Impacts <br /> Stantec will identify public or community impacts associated with the recommended treatment <br /> improvements identified in Tasks 500 and 600, as well as additional stakeholder outreach or <br /> coordination required to implement the Facility Plan recommendations. <br /> Stantec will develop a TM to summarize the results of this analysis and will conduct a workshop to <br /> review these findings with the City staff. Stantec will prepare an agenda and minutes and provide those <br /> to the City. Comments on the Technical Memorandum will be incorporated in the Draft Facilities Plan. <br /> Deliverables: <br /> • Draft Additional Program Evaluation TM <br /> • Workshop with City staff to review draft TM <br /> • Meeting agenda and minutes <br />
