Stantec <br /> August 6,2019 <br /> Page 11 of 14 <br /> Task 800 Facility Plan Report Preparation <br /> Findings and recommendations from Tasks 100 through 700 will be consolidated in a Draft Facility Plan <br /> that meets Ecology guidelines.The Facility Plan will include recommended improvements to implement <br /> the selected alternative technologies and address condition/reliability needs to allow the Facility to <br /> function reliably as a long-term WPCF asset. <br /> The plan will identify the drivers for each element of the CIP,the trigger for implementing the <br /> improvement, and the value the improvement brings. It will include CIP implementation,staffing <br /> requirements,capital costs and life cycle cost estimates for the proposed changes, and any <br /> supplementary studies, outreach, or programmatic activities required to support recommended <br /> improvements to the WPCF. Projects included in the CIP will be prioritized and categorized based on <br /> near-term (<5 years) and long-term (>5 years) needs identified in the Facility Planning process. <br /> Subtask 800.001 Recommended Plan Preparation <br /> Stantec will consolidate the information prepared in Tasks 100 through 700 to form the basis of the <br /> Draft Facility Plan, and develop additional information required to meet Ecology's guidelines.Additional <br /> information includes the Plan Introduction, regulatory checklist identifying the location of data required <br /> by Ecology, detailed cost and design criteria for recommended improvements,timing and <br /> implementation strategy for recommended improvements,and additional recommendations to support <br /> long-term WPCF function. <br /> Subtask 800.002 Capital Improvement Plan <br /> Stantec will develop summaries of and opinions of probable total project costs for the near-term <br /> projects recommended and summarized in Subtask 800.001. These summaries and cost opinions will be <br /> delivered to the City in spring of 2020,ahead of planned sewer enterprise revenue and expense, rate <br /> and charge analysis anticipated to begin in May of 2020. In addition,summaries of long-term projects <br /> will be provided with opinions of probable total project costs. <br /> Subtask 800.003 SEPA Checklist <br /> Stantec will complete a SEPA checklist as required by the Washington Department of Ecology for <br /> inclusion in the Facilities Plan. <br /> Subtask 800.004 Facility Plan Review <br /> Stantec will issue the Draft Facility Plan for City review.After review and update based on the City's <br /> input, a Final Draft Facility Plan will be submitted to Ecology for review and a 2-hour meeting will be <br /> conducted with City and Ecology staff to review the Plan findings and recommendations. Stantec will <br /> prepare an agenda and minutes for this meeting. Following Ecology and SEPA review,a Final Facility Plan <br /> will be prepared and provided to the City. <br /> Deliverables: <br /> • Draft Facility Plan Document <br /> • Final Draft Facility Plan <br /> • Workshop with City staff to review draft document <br /> • Meeting agenda and minutes <br /> • Final Facility Plan Document <br />
