Ii PURCHASING
EVE R E T T BRAND NAME OR STANDARDIZATION JUSTIFICATION
WASHINGTON Purchases Above $5,000
A brand name description is defined as:
A title, term, symbol, design or any combination used to describe a product by a unique identifier and its producer.
Standardization is defined as-
The adoption of a single product or group of products to be used by different entities or all parts of one organization.
(Nash,Schooner, &O'Brien, 1998)
The agency understands that:
• Use of brand name descriptions and standardization is the least preferred type of specification as it limits
competition and potentially equivalent products are not considered for award.
• Procurements of items for which the City has established a standard of designating a brand name manufacturer
or by pre-approving via testing shall be competitively bid if there is more than one supplier for the item.
THE REQUESTER PROVIDES THE FOLLOWING JUSTIFICATION FOR REQUIRING
❑ Brand Name justification
® Standardization justification
What product are you standardizing:Trapeze Mobile Data Terminal hardware and software
This brand name or standardization is necessary because(Check all that apply):
❑ Interchangeability
❑ Expertise
® Compatibility
® Maintenance
❑ Regulation/Law
® Uniformity
❑ Prior Functionality Testing
® Other—Trapeze Mobile Data Terminals were competitively solicited via RFP 09-034 Integrated Technology System
❑ Other-
Describe the reasons above. Trapeze Mobile Data Terminals are the only compatible devices with
Trapeze's ParaTransit Scheduling system. The Mobile Data Terminals
must be custom configured with Trapeze's software to function
correctly. The Paratransit Scheduling system is custom designed to
only function with this device.Trapeze will only maintain, support,
and warranty devices purchased from them. The City has
standardized on one type of Trapeze MDT due to cost, compatibility,
and supportability.
Describe the process that the In 2009 the City competitively solicited Mobile Data Terminals
department used to verify or test through RFP 09-034 Integrated Technology System. The contract was
that this was the only suitable awarded by Council to Trapeze for Mobile Data Terminals. That
solution. Attached additional sheets software contract award created a standardization for Trapeze
if necessary. products as Trapeze software only functions with Trapeze products.
The only way to change the standard would be to change scheduling
software suppliers, which would be costly, time consuming, and not
in the City's best interest.
Page 1 of 2 5/9/2019
