1 <br /> 1 Absence of such access or information, as needed, may result in the City's refusal to <br /> 2 accept the Work. <br /> 3 <br /> 4 The City's Representative has the authority to recommend Change Orders, but does not <br /> 5 have authority to approve Change Orders. Proposed Change Orders are subject to review <br /> 6 and approval by the City. No proposed Change Order or any change of Contract Sum or <br /> 7 Contract Time is effective or binding upon the City unless and until the Mayor or its <br /> 8 designee signs it, as authorized by City Council or by ordinance. <br /> 9 <br /> 10 To detail and illustrate the Work, the City's Representative may furnish to the Contractor <br /> 11 additional Plans and explanations consistent with the original Plans. The Contractor shall <br /> 12 perform the Work according to these additional Plans and explanations. <br /> 13 <br /> 14 The City's Representative may appoint assistants and Inspectors to assist in determining <br /> 15 that the Work and materials meet the Contract requirements. Assistants and Inspectors <br /> 16 have the authority to reject defective material and suspend Work that is being done <br /> 17 improperly, subject to the final decisions of the City's Representative or, when appropriate, <br /> 18 the City. <br /> 19 <br /> 20 Assistants and Inspectors are not authorized to accept Work, to accept materials, to issue ' <br /> 21 instructions, or to give advice that is contrary to the Contract. Work done or material <br /> 22 furnished which does not meet the Contract requirements shall be at the Contractor's risk <br /> 23 and shall not be a basis for a Contract Claim even if the Inspectors or assistants purport to <br /> 24 change the Contract. <br /> 25 <br /> 26 Assistants and Inspectors may advise the Contractor of any faulty Work or materials or <br /> 27 infringements of the terms of the Contract; however, failure of the City's Representative or <br /> 28 the assistants or Inspectors to advise the Contractor does not constitute acceptance or <br /> 29 approval. <br /> 30 1 31 1-05.3 Working Drawings <br /> 32 Section 1-05.3 is modified to read as follows: <br /> 33 <br /> 34 After Award of the Contract, the Contractor will receive six (6) sets of the reduced Plans <br /> 35 (11" x 17") and accompanying Special Provisions. In addition, the City will supply three (3) <br /> 36 sets of large Plans (22" x 34"). <br /> 37 <br /> 38 Upon request of the Contractor, one set of reduced Plans and accompanying Special <br /> 39 Provisions will be issued to approved Subcontractors and suppliers. <br /> 40 <br /> 41 Additional Plans and Special Provisions may be purchased by payment of the current <br /> 42 printing costs. <br /> 43 <br /> 44 The Contract Documents include Drawings that show such details as are reasonably <br /> 45 necessary to give a comprehensive understanding of the Work. The Contractor shall <br /> 46 submit any alterations affecting the requirements and information in the Drawings in writing <br /> 47 to the Engineer for approval prior to performing such Work. <br /> 48 <br /> 49 The Engineer may supplement the Drawings with additional Drawings and explanations, <br /> 50 consistent with the purpose and intent of the original Drawings, to detail and illustrate the ' <br /> City of Everett Page SP1-20 Special Provisions <br /> Everett Station 80 Stall Parking Expansion June 2019 <br />
