I <br /> I1 The Contractor shall employ and keep on site on a full time basis personnel experienced in <br /> 2 the management of construction of Projects of this size and type. These shall include, but <br /> I <br /> 3 <br /> 4 not be limited to, a Project Manager and Superintendent. Neither the Contractor's Project <br /> Manager nor the Superintendent shall have supervisory responsibility for any other Project <br /> 5 for the Contractor while assigned to this Project. The Contractor shall employ and assign <br /> I <br /> 6 <br /> 7 such additional, full time office, support and engineering personnel to support the Project <br /> Manager and Superintendent and allow timely completion of the Project. The Project <br /> 8 Manager and Superintendent must be approved by the City, and such approval shall not be <br /> 9 unreasonably withheld. The Contractor shall submit personnel qualifications within ten (10) <br /> I 10 days of the Contractor's execution of the Contract. Bases for disapproval include, but are <br /> 11 not limited to, lack of sufficient experience managing the construction of similar type or size <br /> 12 Projects or relationships on other Projects unsatisfactory to the City. The City may require <br /> I <br /> 13 <br /> 14 removal and replacement of the Contractor's supervisory staff who are disruptive or who <br /> appear to lack sufficient competence to complete the Project successfully. <br /> 15 <br /> 16 1-05.18(2) Construction Procedures <br /> 17 The Contractor shall supervise and direct the Work and determine the means, methods, <br /> 18 techniques, sequences and procedures of construction, except in those instances where <br /> I <br /> 19 the City, to define the quality of an item of Work, specifies in the Contract, a means, <br /> 20 method, technique, sequence or procedure for construction of that item of Work. <br /> 21 <br /> 22 1-05.18(3) Responsibilities <br /> I 23 <br /> 24 1-05.18(3)(A) Subcontractors, Manufacturers and Suppliers <br /> 25 The Contractor shall be responsible for the adequacy, efficiency and sufficiency of <br /> I <br /> 26 Subcontractors, manufacturers, suppliers and their employees. <br /> 27 <br /> 28 The Contractor must verify responsibility criteria for each first tier Subcontractor, and a <br /> I 29 Subcontractor of any tier that hires other Subcontractors must verify responsibility <br /> 30 criteria for each of its Subcontractors. At the time of subcontract execution, the <br /> 31 Contractor must verify that each of its first tier Subcontractors meets the following <br /> 32 Bidder responsibility criteria: <br /> I <br /> 33 <br /> 34 (a) At the time of subcontract Bid submittal, have a certificate of registration in <br /> 35 compliance with Chapter 18.27 RCW; <br /> I <br /> 36 (b) Have a current State unified business identifier number; <br /> 37 (c) If applicable, have: <br /> 38 (i) Industrial insurance coverage for the Subcontractor's employees working in <br /> I39 Washington as required in Title 51 RCW; <br /> 40 (ii)An employment security department number as required in Title 50 RCW' <br /> I41 (iii)A State excise tax registration number as required in Title 82 RCW; <br /> 42 (iv)An electrical Contractor license, if required by Chapter 19.28 RCW; <br /> 43 (v)An elevator Contractor license, if required by Chapter 70.87 RCW. <br /> I <br /> 44 (d) Not be disqualified from Bidding on any Public Works Contract under RCW <br /> 45 <br /> 46 39.06.010 or 39.12.065(3). <br /> I <br /> I <br /> City of Everett Page SP1-31 Special Provisions <br /> Everett Station 80 Stall Parking Expansion June 2019 <br />
