Washington State STOP Formula Grant Program Renewal Application for FFY 2019 <br /> Washington State has an overarching STOP Grant goal of increasing the safety of youth and adults by <br /> supporting communities in developing comprehensive and collaborative strategies to address domestic <br /> violence, sexual assault, dating violence, and/or stalking; and to prioritize the needs and safety of victims <br /> while holding offenders accountable for their crimes. <br /> NEW SPECIAL CONDITIONS <br /> The following special conditions are new for STOP Formula Grant Program funds this year. Grant <br /> recipients will be required to certify compliance with these requirements in their grant documents. <br /> OCVA Violence Against Women Program staff will be monitoring for compliance. <br /> Employment Eligibility Verification for Hiring Under Award <br /> Grantees must ensure that, as part of the hiring process for any position that is or will be funded (in whole <br /> or in part) with STOP Grant funds, the grantee properly verifies the employment eligibility of the individual <br /> being hired, consistent with the provisions of 8 U.S.C. 1324a(a)1 and (2). For purposes of satisfying the <br /> requirement of this condition regarding verification of employment eligibility,the grantee may choose to <br /> participate in, and use, E-Verify(www.everify.gov), provided an appropriate person authorized to act on <br /> behalf of the grantee (or subgrantee) uses E-Verify(and follows the proper E-Verify procedures, including in <br /> the event of a "Tentative Nonconfirmation" or a "Final Nonconfirmation") to confirm employment eligibility <br /> for each hiring for a position that is or will be funded (in whole or in part) with award funds. <br /> Unreasonable Restrictions on Competition Under the Award;Association with Federal Government <br /> No grantee (or subgrantee at any tier) may (in any procurement transaction) discriminate against any <br /> person or entity on the basis of such person or entity's status as an "associate of the federal government" <br /> (or on the basis of such person or entity's status as a parent, affiliate, or subsidiary or such an associate), <br /> except as expressly set out in 2 C.F.R. 200.319(a) or as specifically authorized by DOJ. <br /> Determination of Suitability to Interact with Participating Minors <br /> Grantees and any subgrantees, must make determinations of suitability before certain individuals may <br /> interact with participating minors.This requirement applies regardless of an individual's employment <br /> status. <br /> ADDITIONAL APPLICATION INFORMATION <br /> Award Requirements <br /> Grantees are bound by statutes, federal and state regulations; the provisions of this application; the <br /> Violence Against Women Act(VAWA) and subsequent legislation;the U.S. Department of Justice Grants <br /> Financial Guide DOJ Grants Financial Guide, including updates; and any conditions of the grantee's award. <br /> Grants and subgrants supported through the STOP Grant Program must meet one or more of the statutory <br /> purpose areas,which can be found at 34 U.S.C. § 10441(b). <br /> Grant Period of Performance <br /> The grant award period is 12 months;January 1, 2020 through December 31, 2020. <br /> System for Award Management(SAM) <br /> Applicants must be current with the System for Award Management prior to submitting an application.
