Section 18: RIGHT TO APPEAL FROM DECISION OF INSPECTOR - PROVIDED.
<br /> Whenever the inspector makes a decision, as provided in this chapter, and it
<br /> seems unjust to the owner or occupant of any building, or other person inter-
<br /> ested in such decision, such person shall have the right to apply to the
<br /> 1 inspector for appointment of an arbitration committee, one of the committee to
<br /> be appointed by the inspector, one by the person making the application, and the
<br /> 2 third member of the committee to be chosen by the other two members. The
<br /> decision of the Board shall be final in the matter appealed from. The person
<br /> 3 making application for such arbitration shall, on filing his petition, pay
<br /> Ten (10. 0) Dollars to the inspector, which shall be paid to the members of
<br /> 4 the arbitration committee in full for their services. The application for
<br /> arbitration herein provided for shall be made within five days after notice of
<br /> 5 the decision of the inspector from which the appeal is made,, and if the two
<br /> members of the arbitration committee so appointed fail to agree upon a third
<br /> 6 member, or if the arbitration committee fails to make a report of its decision,
<br /> in writing, to the inspector within ten (10) days after its appointment, the
<br /> 7 decision of the inspector shall be final.
<br /> 8 Section 19 It shall be unlawful for any person in any way to cut,
<br /> disturb, alter or change any electrical wiring, or to permit such electrical
<br /> 9 wiring to be cut; disturbed, altered or changed, unless done in conformity with
<br /> the provisions of this chapter. No person shall place or permit to be placed
<br /> 10 any pipe, unapproved thermal insulation, structure or material of any kind
<br /> within one inch of open wiring. Nor shall any person place or permit to be
<br /> 11 placed any steam, hot water or hot air piping near any wiring if the temperature
<br /> of such wiring will thereby be increased to more than approved maximum temp-
<br /> 12 erature allowed for such conductors or raceways.
<br /> 13 Section 20: It shall be unlawful for any person to overfuse any
<br /> conductor, motor or apparatus in excess of the maximum allowed by this chapter
<br /> 14 for such conductor, motor or apparatus, or to install any substitute in lieu of
<br /> an approved fuse or circuit breaker, or to interfere with any automatic
<br /> 15 device, so as to reduce the factor of safety of the same.
<br /> 16 Section 21: The inspector shall answer any relevant questions and
<br /> give any desired information in respect to the meaning, intent or application
<br /> 17 of the regulations and rules of this chapter. The inspector is not, however,
<br /> empowered to and shall not lay out work or act in the capacity of consulting
<br /> 18 engineer for contractors, mechanics or owners.
<br /> 19 Section 22: ELECTRIC; FENCES. It shall be unlawful for any owner,
<br /> lessee, or person in possession of any building or property, to construct,
<br /> 20 maintain, place, or allow to he constructed, maintained, or placed on, about
<br /> or upon such a building or property, any fence, barrier, partition, or obstruc-
<br /> 21 tion electrically charged or connected with the electrical charge, which may
<br /> come in contact with persons, animals, or things, except in the areas and under
<br /> 22 the conditions set forth in the Everett City Code 2.04.010 (Ordinance 4022).
<br /> 23 Section 23: Extension cords of more than six feet in length will not
<br /> be permitted unless used only on a temporary basis. Any use in one location
<br /> 24 for a period of more than 15 days shall be considered permanent. (Cords used
<br /> in building construction excluded). Extension cords shall be used and pro-
<br /> 25 tected in such a manner so there will be no possible danger of fire or bodily
<br /> injury.

<br /> Section 24: As each building has different service requirements
<br /> 27 and load conditions, the inspector shall be consulted and supplied with the
<br /> specific load date before work is started.

<br /> A circuit breaker having a rating above 600 amperes shall have an
<br /> 29 interrupting capacity rating of not less than the short circuit current
<br /> available in the distribution system as determined by serving utility for the
<br /> 30 location of its use.
