standpipes and fire hydrants .by the Water Department, there shall <br /> be a "hydrant rental charge" paidb y the General Fund of the City <br /> through the appropriate Fire Department fund to the Water Depart- <br /> ment in accordance with the amounts set forth in Section 72 of this <br /> Ordinance. <br /> g. Operation By Authorized Personnel Only: It is the <br /> primary intent of the fire hydrant and standpipe installations for <br /> use in fire suppression. No person other than authorized personnel <br /> of the City shall be permitted to open any fire hydrant or standpipe <br /> and anyone opening, using or otherwise tampering with any fire <br /> hydrant or standpipe supplied by the Water System without permis- <br /> sion shall be guilty of a misdemeanor. <br /> h. Use Permit Required: Persons having a valid reason <br /> to withdraw water from any fire hydrant or standpipe of the Water <br /> System shall first apply to the Water Department for a permit and <br /> shall abide by all rules, regulations and procedures in connection <br /> with such permit as the Water Department may adopt. <br /> Section 59: Construction Water Use - Public Works. In the case <br /> of public works contracts such as installation of sewers and other utilities <br /> involving construction in the public streets, on easements and rights of <br /> way, all water used in connection therewith for such work as water-settling <br /> backfill or earthwork, hydraulic testing of pipe or structures, flushing of <br /> pipes or street surface for cleanup, mixing or curing concrete and similar <br /> water uses, shall be obtained from the Water System only at the locations <br /> and in the manner specified by the Superintendent in accordance with pro - <br /> cedures established by the Water Department. All such water so used shall <br /> be paid for by the contractor at the applicable metered rate. In the absence <br /> of a metered record of such water use, the Superintendent shall estimate the <br /> amount of water used and the charge for same shall be rendered to the <br /> -28- <br />
