requirements and charges applicable to such special use of water shall then <br /> be determined by the Superintendent. <br /> Section 62: Customer Deposit - May Be Required. When, in the <br /> judgment of the Superintendent, it may be necessary to protect the Water <br /> Department from potential revenue loss, a deposit may be required sufficient <br /> in amount to secure payment of the value of such potential loss from fixed <br /> rate and/or metered services or special water use. Such deposit or the <br /> portion thereof remaining shall be returned when the use of water is discon- <br /> tinued and all arrears are paid. <br /> Section 63: Water Accounts - How Listed - Liability For Charges. <br /> All accounts for water service shall be maintained according to the address <br /> of the premises served and all charges, including those for water service, <br /> delinquent and other penalty charges and special charges as provided for <br /> elsewhere herein, shall be a claim against the premises, the owner thereof, <br /> and the water consumer. The owner of the premises shall remain primarily <br /> liable for payment of the water charges, and all water consumers shall be <br /> deemed agents of the owner of the premises for purposes of this Ordinance <br /> and shall be presumed to have authority to apply for and receive water at <br /> the premises and bind the premises for the charges therefor. No change of <br /> ownership nor occupancy shall affect the application of this Section. <br /> Section 64: Single Billing Form - Sent To One Address Only. Charges <br /> for water service may be rendered on the same billing form as charges for <br /> other services. All charges appearing on this billing form are considered <br /> to constitute a single billing. Any partial payment or advance payment <br /> applied to the billing shall apply generally in proportion to the individual <br /> parts comprising the total single billing. Payment tendered shall not apply <br /> to only a single component part of the billing. <br /> All charges for water and other services which are applicable to a <br /> single premises shall appear on a single billing and be mailed to a single <br /> -30- <br />
