SECTION 2 - SPECIFICATIONS <br /> 2.1 BACKGROUND <br /> Firefighters perform work that can cause extreme psychological and emotional stress. <br /> The public trusts that the actions and decisions by firefighters are based on rational <br /> thinking, the ability to adhere to training, and a commitment to public safety. As a result of <br /> these concerns, the city conducts pre-employment psychiatric evaluations prior to making <br /> a final offer. The National Fire Protection Association (NFPA) standard 1582 provides <br /> guidelines for categorizing psychiatric conditions that could impact a candidate's ability to <br /> perform the essential duties of the position. <br /> 2.2 SCOPE OF WORK <br /> Supplier shall perform a pre-employment psychological evaluation that will consist of: <br /> • Written personality test <br /> • Personal history questionnaire geared towards public safety personnel <br /> • Conduct a face-to-face interview <br /> • Show scales and analysis, and <br /> • Conclude with a psychological summary report for the hiring authority <br /> The number of psychological evaluations the department requests will depend on staffing <br /> needs. Hiring tends to be sporadic and due to such the Supplier will need to be capable <br /> of evaluating numerous candidates over a short period of time. <br /> 2.3 PROPOSED TIMELINE <br /> • Suppliers will schedule and conduct the evaluation with the candidate as soon as <br /> possible, but no more than two (2) weeks after initial notification from the city <br /> identifying the candidates. <br /> • The City and the Supplier will coordinate an appointment within that two-week <br /> window. <br /> • Upon completion, Supplier will submit a written report as outlined above in section <br /> 2.2 to the City of Everett within seven (7) business days. <br /> 2.4 SUPPLIER RESPONSIBILITIES <br /> 1. Perform the pre-employment psychological evaluation. <br /> 2. Document any candidate no-show appointments in writing to the Fire Chief. <br /> Electronic means is acceptable. <br /> 3. Within seven business days after completion of the evaluation, provide a written <br /> summary report to the City of Everett in accordance with NFPA 1582 standards <br /> and within the timeline outlined above in section 2.3. <br /> 4. Submit the summary report in an envelope marked "Confidential" and address it to <br /> "Everett Fire Department, Attn: Fire Chief, 2930 Wetmore Ave, Suite 7A, Everett, <br /> WA 98201". <br /> o The Supplier may be requested to provide a verbal summary of findings by <br /> telephone to the Chief of the department or other city personnel authorized <br /> to receive confidential pre-employment health information on the Chief's <br /> behalf. <br /> 5. Submit an invoice for the service at the agreed upon rates along with the written <br /> report. <br /> 6. Notify the city immediately if they cannot meet the timelines in section 2.3. <br /> 7 <br />
