A <br /> business-like method of identifying the building occupants, while the video screens will <br /> announce and stimulate interest in the public events. <br /> Conclusions: The proposed signs promote identification of the facility and the events scheduled inside. <br /> The video screens will enhance the aesthetics of the surrounding area by providing some <br /> visual diversity and interest on the face of this very large building. <br /> 3. Whether the signs and their placement obstructs or interferes with any other signs or <br /> property in the area or obstructs natural scenic views; <br /> Findings: The Events Center encompasses two city blocks. No other signs or property are located on <br /> those blocks, except for street and parking signs. The signs will be flush with the building <br /> walls or attached to the awnings. A limited east view on Hewitt is preserved by this <br /> design. <br /> Conclusions: All natural views to the east are protected. No other signs or property are blocked by the <br /> proposed signs. <br /> 4. Whether the proposed plan is aesthetically superior to what could be installed under existing <br /> criteria in this section. <br /> Findings: Compliance with the code would limit the Events Center to very small wall signs,normally <br /> associated with smaller buildings, and pole signs on each frontage. However there is very <br /> little space outside of the public rights-of-way for the permitted pole signs. Also, standard <br /> pole signs would not adequately advertise events and the facility, and the proposed wall <br /> signs are more compatible with and better integrated into the design of the building. <br /> If the site were occupied by a number of buildings,the total area and number of signs <br /> would be significantly greater than is proposed. In fact the previous uses on the two blocks <br /> contained many and varied signs,creating a visual clutter. The sign code was developed <br /> with the expectation that there would be a number of businesses, and therefore signs, on <br /> each block face. A single, very large building was not anticipated in the Zoning Code sign <br /> regulations. <br /> Conclusions: The proposed additional sign space and video screens are in scale with the building. This <br /> approach is aesthetically superior to that available under the existing code if a number of <br /> smaller buildings or tenants were still on the two blocks. Visual clutter associated with <br /> pole mounted signs near the right-of-way will be avoided. The proposed signs are <br /> integrated into the framework of other signage on the Events Center through the use of a <br /> common sign design themes. <br /> DECISION: The Planning Director has made a determination that the proposed comprehensive sign <br /> design plan proposed by the Everett Public Facilities District is consistent with the criteria listed in <br /> Section 36.210.A. of the Zoning Code, and is hereby approved subject to the following conditions: <br /> 1. All new non-exempt signs proposed on the site mustbe compatible with the comprehensive sign <br /> design plan. All non-exempt signs not specifically identified in this approval must be reviewed <br /> and approved by the City of Everett Department of Planning and Community Development prior <br /> to submittal for sign permits. <br /> 2. All new signs must receive appropriate sign permits. <br /> 3 '7 <br />
