• <br /> 1 <br /> or where the City may otherwise designate it's anticipated that,full street/sidewalk <br /> reconstruction and/or pavement overlay may be specified.Within alley ways it is anticipated that <br /> re-grading/repaving may also be necessary to correct isolated areas having drainage runoff <br /> problems.The Consultant will coordinate with the City to identify and/or recommend the type <br /> of restoration in given areas of the project. <br /> 1.8.5 Prepare 60% Project Specifications <br /> The Consultant will prepare technical special provisions and bid schedule for the two phases of <br /> the project.The project specifications will be based on City standard double-side printing format <br /> and include general/special provisions;bid proposal,contract,and applicable appendices. <br /> General and special provisions will be based on the City's standards and the 2012 Standard <br /> Specifications for Road,Bridge,and Municipal Construction,as published by WSDOT/APWA. <br /> 1.8.6 Prepare 60%Construction Cost Estimate <br /> • Consultant will estimate quantities and develop an itemized construction cost estimate for the <br /> two phases of the project using unit costs based on experience and recent similar project bid <br /> tabs. Quantities will be organized into standard bid items (supplemented by additional non- <br /> standard items,if necessary) conforming to the project bid schedule.The construction cost <br /> estimate will include appropriate contingencies to reflect the level of design complete. <br /> 1.9 Submit Documents and Respond to 60% Review Comments <br /> Consultant will assemble and submit documents for review and comment,including meeting with <br /> the City to discuss design aspects and details of the submittal..The City shall review and provide <br /> Consultant a consolidated set of written review comments from all reviewers on a returned <br /> electronic form provided by the Consultant. Consultant will subsequently evaluate the comments <br /> and provide the City with written response to each comment for clarification and concurrence. <br /> 1.10 Project Permit and Approval Support <br /> The City will be responsible for leading the project permitting effort and preparation of SEPA <br /> checklist and other environmental permit applications/approvals,including a cultural resource <br /> assessment and shoreline permit,if needed.The Consultant will assist by providing applicable design <br /> information for permit applications and review/comment of the prepared checklists and <br /> applications. <br /> • <br /> • <br /> 1.11 Preliminary Design Quality Control <br /> Consultant will schedule and commit the necessary resources to control the quality of the design. <br /> Quality control measures will be implemented to facilitate a continuous level of improvement in the <br /> design and to effectively communicate and keeping the client apprised of progress,unanticipated <br /> design issues that may arise,and issues requiring client decision and direction.The Consultant will <br /> perform specific quality control and constructability reviews of design elements and proposed <br /> deliverables prior to submittals.
