It is not only <br /> exhemely di(ficult to isolate trips generated by any individual facility or on-campus service. <br /> The existing 151 parking stalls are located on the north end of the site and are typically <br /> underutilized except for scheduled games. The parcel containing the existing athletic facility <br /> is being transferred to Providence Hospiial and will be demolished as the Hospital expands <br /> its Colby campus. <br /> The existing campus parking supply consists o(1,919 stalls. This includes 300 parking stalls <br /> +n the College Plaaa shopping center lo!s on the east side of Broadwoy that are currently <br /> undcrutilized. <br /> PROPOSflD FITNESS CENTER <br /> The proposed fitness cenler will be located on-campus immediately east of the new lransit <br /> center on an existing surface parking lot. Active areas within the 49,819 SF faciliry will <br /> include a gymnasium, climbing wall, fitness and weight room, an indoor running frack, and <br /> multi-purpose room. In addition, there will be support sparn for offices, meeting rooms, <br /> locker rooms, and other common spaces. The majer change in programs is that the new <br /> facility will include an indoor track and that the basebalU soccer field and tennis courts will <br /> not be replaced. All ECC baseball and soccer team practices and games will be held of(- <br /> campus. <br /> The fitness center will be used by (aculry,staff, and students that are already on-campus. It <br /> is a replarnment faciliry that is an ameniry ro the campus in the same context as the campus <br /> library, cafeteria, and other s�pport facilities. ITE PM peak hour hip generation rates for a <br /> community college land use are based on the number of students (0.12 trips per student) or <br /> the size oF campus buildings (2.54 trips per 1,000 SF�. Because the fitness center is not <br /> associated with an innease in the campus population ihere would be not increase in hips <br /> generated by the ECC based on lhe student trip rate. From the square footage perspecfive, <br /> the proposed fitness center is approximately 9,500 5F larger than the existing faciliry and it <br /> could be argued that il could generate an additional 24 PM peak hour trips based on the rate <br /> per 1,000 SF. Without doubt the proposed larger and on-campus fitness center would <br /> receive more use than the eristing faciliry. However, the increased use would come hom <br /> people lhal are already on-campus and it wotdd not generale new hips. In fact, it could be <br /> argued that lhere woulcl be a slight decrease in trips since any vehicle hips between the <br /> campus and the existing facility would be removed from the local road nehvork. <br /> Furlhermore,there would be (ewer games omcampus and trips generated by sporting events <br /> would be reduced proportionally. It is concluded that the proposed fitness center would not <br /> add any new lrips to the local road nehvork. <br /> The campus parking requirement will remain at 1,919 stalls since the student FfE level is <br /> forecasted to remain at 2007 levels. The fitness center will be constructed on existing sudace <br /> parking lots resulting in the loss of some parking stalls. The campus parking supply will <br /> \ ! <br />
