The existing telecommunications facility on -site was built in the early 1980's. It is <br />not a wireless facility site but is used by the Applicant as part of its telephone <br />service and 911. (exhibit 1, Tyler testimony) <br />4. In the City of Everett, telecommunications facilities in an IRS Zone require a <br />Special Property Use Permit. (Everett Land Use Code (ELUC), Title 19 Chapter <br />5, Table 5.2.) <br />5. In order for a Special Property Use Permit to be granted within the City of <br />Everett, the Ger eral Evaluation criteria as set forth in ELUC 19.41.150.0 must be <br />satisfied. Thes _� criteria include: <br />(a) The need of the neighborhood, district, or City for a proposed Special <br />Property Use. <br />(b) The adequacy of streets, utilities, and public services required to serve a <br />proposed use. <br />(c) The impact of traffic generated by the proposed use on the surrounding <br />area, pedestrian circulation and public safety; and ability of the proponent <br />to mitigate such potential impacts. <br />(d) The provision of adequate off-street parking, on -site circulation, and site <br />access. <br />(e) Compatibility of proposed structures and improvements with surrounding <br />properties, including the size, height, location, setback and arrargement of <br />all proposed buildings and facilities, especially as they relate to light and <br />shadow impacts on more sei iz;d\ a land uses and less intensive zones. <br />(f) The number, size, and location of signs, especially as they relate to more <br />sensitive land uses. <br />(g) The landscaping, buffering, and screening of buildings, parking, loading <br />and storage areas, especially as they relate to more sensitive land uses. <br />(h) The generation of nuisance irritants such as noise, smoke, dust, odor, <br />glare, visual blight, or other undesirable impacts. <br />(i) Consistency with the goals and policies of the Everett General Plan for the <br />area and land use designation which the property is located. <br />Q) Compliance with the provisions of this ordinance and other City, State, <br />and Federal regulations. <br />
