This proposal summarizes our scope of work and cost estimate. <br /> Background <br /> This Diking District 5 Dike Repair project is located northeast of the City of Everett(the City),within <br /> the Snohomish River Estuary on the northern side of Smith Island. Smith Island is located between the <br /> Snohomish River to the west and Union Slough to the east. There is a system of dikes surrounding <br /> Smith Island that protect the island from much of the flooding that can occur due to high tides and river <br /> discharges. Much of the dike system on Smith Island is currently within,Diking District 5 (DD5). <br /> Portions of the dike system along Union Slough within the district, and portions within the city but <br /> outside the district boundary are in need of repair in accordance with the Army Corps of Engineers' <br /> 2015 and 2017 inspection. The damages include erosion and scour along the slope of the dike facing <br /> the slough. These portions of the dike system outside of the district boundaries also provide protection <br /> to the District,thus the District considers them vital to protect the district and will make the repairs. <br /> This scope of work is for Phase 2a of the project,which includes repair designs from Station DD5-A- <br /> 325+00 to DD5-A-343+00. Our prior proposal for Phase 2, dated November 21, 2017, covers dike <br /> Stations DD5-A-343+00 to DD5-A-376+50. The dike stationing in this scope references the dike <br /> stationing approved by DD5 on October 8,2019. Previous phases of the project used previous City of <br /> Everett dike stationing. We will assist Otak, though a contract with the City of Everett, by providing <br /> final design, construction documents and permitting assistance for the selected dike repair alternative. <br /> Scope of Work <br /> The anticipated scope of work includes the following: <br />
