Note the HPA cannot be issued until the SEPA <br /> process is completed. <br /> (c) City of Everett SEPA Process—prepare a SEPA exemption request <br /> letter for the project. <br /> Track the progress of the SEPA exemption request and answer <br /> technical questions from the City. This scope excludes a full SEPA <br /> process. <br /> (d) City of Everett Shoreline Substantial Development Permit Process— <br /> prepare a Shoreline Substantial Development Permit application for <br /> the project including the JARPA, site plan, and Environmental <br /> Checklist. <br /> Attend a pre-application meeting if required. <br /> Track the progress of the Shoreline Substantial Development Permit <br /> and answer technical questions from the City via telephone and <br /> email. This scope excludes any revisions of permit application <br /> materials. <br /> (e) This scope excludes any public involvement,coordination with <br /> Native Tribes, and coordination with other stakeholders, other than <br /> the agencies listed above. <br /> 3.
