Page 3
November 18, 2019
City of Everett, Public Works—Water Treatment Plant, Emergency Generator Replacement
Contract Amendment—Professional Architectural and Engineering Services
E. Mechanical Engineering:
1. Heating, ventilating, and exhaust system design, in compliance with minimum
requirements of IBC, IMC, UPC,WAC, State of Washington Energy Code.
2. Plumbing: Plumbing design, cold water, building drainage systems, and roof
drainage system.
3. Fire Suppression System; performance specifications.
4. Generator set fuel storage, piping, fuel polishing and pumping system, with leak
detection.
5. Generator set cooling and exhaust.
6. Construction cost estimating assistance.
F. Electrical Engineering:
1. Generator Plant: A complete electrical energy facility will be designed with
generators and switchgear to meet the following objectives. The generators will
be sized to support current site demand loads with N+1 redundancy plus addition
of a future generator, and capable of independent operation in the event utility
power is unavailable for extended periods. The main switchgear will provide
utility connection, paralleling control of installed and future permanent
generators, distribution to existing site transformers, and outdoor switchboards
for connecting temporary generators at transformer secondaries. The switchgear
design will be modular and maintainable without site shutdown or exposure to
excessive arc flash risk. The existing 480volt generators and their paralleling
equipment will be removed after the new generator plant is in service. The
existing utility recloser replaced and connection to Portal 2 modified as
coordinated with the serving utility.
Site Distribution: A new underground site distribution system will be designed to
provide power to the existing transformers. The distribution system will be
designed for maintainability with limited impact to site operations.
2. Included in the work is an upgrade to following Motor Control Centers;
MCC HFB/HFBG, replace both MCCs with single panelboard with discrete
starters as required.
MCC HFWPS/HFWPSG, replace both MCCs with single MCC or
panelboard. Finish Water Pump#3 (250hp) starter will be replaced with VFD.
MCC HW/HWGA, replace both MCCs with single unit. Two soft start and two
line starters will be provided. Existing plug-based pump selection cabinet will be
removed.
