a) To an individual who is formally assigned by their supervisor to be a working crew leader of <br /> at least 2 other employees of a lower classification unless those duties are identified in the <br /> individuals current class specification. <br /> b) To an individual who is formally assigned by their supervisor to be a working crew leader of <br /> another employee in the same classification. <br /> Duties shall include directing and problem solving for assigned crew,identifying task <br /> assignments,resolving immediate on-site conflicts. <br /> Classification seniority shall not control lead assignments. <br /> Lead pay intended to be used on a long term or permanent basis must be agreed upon with the <br /> Union. <br /> C. Blacktop Raker/Pipelayer Pay <br /> When a Utility Laborer is assigned the task of Blacktop.Raker or Pipelayer,the employee will <br /> receive a one-step increase for the time so assigned or for the time specifically required to <br /> perform such an assignment. <br /> Section 11: Employment Vacancies <br /> A. Appointments to job vacancies covered by Civil Service shall be made in accordance with civil <br /> service rules and regulations. <br /> B. Appointments to AFSCME represented job vacancies not covered by Civil Service shall be filled <br /> solely on the basis of ability,qualifications and merit. The City of Everett shall determine the <br /> appropriate selection process. The selection process shall bear a direct relationship to the <br /> knowledge, skills and abilities required for successful performance in the job classification to be <br /> filled. A qualified pool of applicants will be forwarded to the hiring authority for final selection. <br /> Upon request,the Union shall be provided with a written description of the recruitment and <br /> selection process used in filling any such vacancy. <br /> Section 12: Meal Break Locations <br /> Any employee working within the City limits shall go for a meal break to the closest designated work <br /> stations normally available to that department where sanitary facilities are available. <br /> Section 13: Meal Break Period <br /> The meal break shall be one-half hour. Exceptions are subject to assignments where the meal break <br /> period may be extended to a maximum of one(1)hour upon written notice provided by the appropriate <br /> department head. In the latter instance,it is expressly understood that the length of the meal period as it <br /> affects the hours of work should be consistent with the provisions of convenient service to the public. <br /> Section 14: Meals <br /> A. Meal breaks shall be taken no less than three(3)hours and no more than five(5)hours into the <br /> employee's regularly assigned work shift except by mutual agreement. <br /> 22 <br />
