• <br /> building may have a setback less than 20 feet provided that the addition or alteration is not <br /> located closer to the property line than the existing building. The Planning Director may, using <br /> Review Process II, allow an addition or alteration to be located closer to the property line than <br /> permitted herein if necessary to allow for the proper functioning of the building for the purpose <br /> for which it is intended. <br /> D Building Height. Building height shall not exceed 35 feet, measured in accordance with <br /> the requirements of the Everett Zoning Code, when located less than 75 feet from the perimeter <br /> of the campus. Buildings located 75 feet or more from the perimeter of the campus shall not <br /> exceed 50 feet in height. The wall around the garden courtyard for the Nippon Business Institute <br /> Cultural Center may have a fence height of 8 feet within the setback from Wetmore Avenue. <br /> E. Off Street Parking. ECC shall provide a minimum of 245 additional off-street parking <br /> spaces on the main campus, which shall be in addition to the number of spaces that exist as of <br /> May 23, 1997. This number of spaces may be reduced by the City Traffic Engineer if necessary <br /> to accommodate adequate para-transit loading/unloading zones. This number may be reduced <br /> by the City Traffic Engineer if it is determined that Transportation Demand Management <br /> measures have successfully reduced the need and demand for off street parking spaces and that <br /> the on street parking impacts in the surrounding neighborhoods have been reduced to an <br /> acceptable condition. ECC shall also maintain all of the existing off-street parking spaces on the <br /> parking lots located on Waverly Avenue. Off-street parking areas may encroach into the <br /> required 20 foot building setback areas as indicated on the master site plan. <br /> F. Landscaping. Landscaping on the perimeter of the off-street parking area and within the <br /> parking and circulation areas on the main campus shall be in accordance with the general <br /> concepts indicated on the master site plan. Permits for the construction of the off-street parking <br /> lot shall not be issued until a detailed landscape planting plan for parking lot and perimeter <br /> landscape areas has been approved by the Planning Department. Landscaping shall be installed <br /> prior to occupancy of the Instructional Technology Center building. If weather conditions do not <br /> permit landscaping planting prior to the occupancy of said building, ECC may provide an <br /> assurance device acceptable to the City to ensure that the required landscaping is installed within <br /> six months of posting the assurance device. A detailed landscaping plan for the street frontage of <br /> the Nippon Business Institute Cultural Center on Wetmore Avenue, including the materials for <br /> the courtyard wall, shall have been approved by the Planning Department prior to the issuance of <br /> permits for construction of the garden courtyard. <br /> Landscaping along the north side of Tower Avenue and adjacent to the Legion Memorial Golf <br /> Course shall be coordinated with the Everett Parks Department. <br /> G. Access. The principal vehicular access to the campus shall be from Broadway. No <br /> access shall be permitted from 10th Street. Access from Wetmore Avenue shall be limited to the <br /> existing parking lot located west of Olympus Hall and to emergency vehicles. The existing gated <br /> entrance to the parking area located on Wetmore Avenue shall be closed and landscaped in <br /> accordance with the landscaping requirements stated in this ordinance prior to the final <br /> occupancy of the Instructional Technology Building. <br />
