3 <br /> B. After significant storm events, State Lands Personnel should patrol their assigned <br /> road systems and perform the following tasks: <br /> 1. Manual maintenance that can safely be accomplished with hand tools, such <br /> as using a shovel to dig out a plugged culvert inlet or using a pulaski to <br /> scratch in a waterbar. <br /> 2. Record the location and scope of work for storm damage repair projects <br /> that will require heavy equipment to fix. <br /> 3. Report to the Region Engineer any storm damage repair projects that <br /> warrant immediate heavy equipment attention due to potential loss of life <br /> or property. <br /> C. After significant storm events, the Region Engineer will compile the storm <br /> damage records generated by State Lands Personnel. Projects will be prioritized <br /> for repair and necessary permits will be obtained. The most appropriate <br /> mechanism for repair will be selected from among the following: <br /> 1. Northwest Region Heavy Equipment Crew <br /> 2. Timber Sales Contractor <br /> 3. Ordinary Maintenance Agreement Contractor <br /> 4. Public Works Contractor <br /> D. During storm damage repair, the affected road system will be inventoried for post <br /> storm latent damage. Any necessary maintenance will be performed while the <br /> heavy equipment is in the vicinity. <br /> FOREST ROAD ABANDONMENT <br /> Roads to be abandoned are shown on Exhibit A and shall be abandoned prior to the <br /> termination date of this permit. <br /> Definition: An abandoned forest road is one that has been physically altered in <br /> accordance with the guidelines below because access is no longer beneficial. <br /> Abandonment includes all treatment necessary to secure maintenance-free drainage and <br /> promote long term stability of the remnant road prism. Upon completion of <br /> abandonment, responsibility and need for maintenance no longer exists.
