} 16 <br />Amendment No. 3 Modifications to <br />SCOPE OF SERVICES <br />PUGET SOUND OUTFALL NO.3 (PSO3) UP 3538 <br />Outfall Replacement <br />Planning Services <br />1. BACKGROUND <br />The City of Everett contracted with Jacobs for planning, design, and construction for a <br />stormwater (SW) separation project from the existing combined sewer (CS) system in a 30- <br />block area roughly between 10th and 19th Streets and between Grand and Rockefeller Avenues, <br />known as the Sewer "M" (ESM) Project Area. Existing outfalls PSO1, PSO2 and PSO3 were <br />considered the primary outlets for separated SW flows and reduced CS overflows from the ESM <br />to Puget Sound. <br />As a result of Sewer "M" planning and design efforts, CSO outfall PSO3 was identified as a key <br />element of the strategy to control hydraulic grade lines in the Sewer 'M' service area. <br />Amendment No. 2 dated October 15, 2013, described additional services: <br />• Evaluation of the structural integrity and viability of CSO outfall PSO3. <br />• Evaluation of the stability of the slope supporting a portion of PSO3. <br />• Evaluation of alternatives for replacement of PSO3. <br />• Evaluation of alternatives for supplementing PSO1 and PSO2 as CSO outfalls by <br />installation of one or more new pipelines using trenchless technology. <br />• Feasibility analysis of a pedestrian/utility bridge at or near the right of way of 16th St. as <br />an alternative replacement of PSO3 and to supplementing capacity of PSO1 and PSO2. <br />• Preparation of a comparative analysis and evaluation of replacement and supplemental <br />alternatives to restore the City's ability to discharge CSO and stormwater through three <br />outfalls. <br />• Study and design services from February, 2013 through August, 2013 for study and <br />evaluation services as authorized by the City. <br />2. ASSUMPTIONS FOR AMENDMENT NO. 3 <br />This scope of work is based on the following assumptions: <br />a. Additional work as described herein, and authorized by the City in separate <br />documentation, occurring between September 1, 2013 and February 12, 2014 not <br />otherwise included in Amendment No. 2. <br />b. The work described herein includes PSO3 study and evaluation and related engineering <br />services between September 1, 2013 and February 12, 2014. <br />c.
