Assumptions
1. Consultant project team members will not enter manholes, overflow structures or permit
required confined spaces.
2. Overflow activity will be based on City monitoring at the respective overflow sites and the
annual overflow reports submitted to the Department of Ecology(Ecology).
3. Up to one (1)day will be spent by two staff visiting CSO diversions structures that have
changed since the 2014 CSO Control Plan Update. Specifically, this will include PSO1
through PSO7, SRO1, SRO2, SRO3 and SRO4.
4. Six(6) CSO sites are not in control and include PSO4, PSO5, PSO6, PSO7, SRO7 and
SRO8:
a) Provide documentation of the CSO control approach for other CSO sites; specifically,
SRO7 and SRO8.
b) The alternative for bringing PSO5, PSO6 and PSO7 will be to convey flows to the
PGSF.
5. Control strategy for SRO7 and SRO8 is being developed by another consultant to the
City. A report or technical memorandum (TM)will be provided documenting the control
strategy for these sites. The documentation will be submitted to HDR by February 29,
2020.
6. The Draft CSO Control Plan update will be submitted for City review by March 31, 2020.
Deliverables
1. Draft and Final CSO Control Plan updates—(Word and PDF formats and three[3]
printed copies with the engineer's PE stamp).
Subtask 202 — Infiltration and Inflow Assessment Report
Objective
Perform an evaluation of infiltration and inflow(18d)to support the City's application for the
renewal of the NPDES permit. This analysis will be consistent with previous analyses
performed in 2008 by Carollo Engineers and again by HDR in 2012.
Consultant Services
1. Calculate the wet season dry weather infiltration within the overall City of Everett sewer
system.
2. Determine if the dry weather infiltration is below the excessive threshold of 120 gallons
per capita per day(gpcd).
3. Prepare a TM for submittal to Ecology documenting the dry weather infiltration in the City
of Everett's system.
929 108th Avenue NE
Suite 1300
Bellevue, WA 98004
(425)450-6200
