Conclusion: Thc proposed video board will be limited to use only during specific times during game <br />days, and would provide a public benefit to the Everetl community. <br />2. The adequacy of streets, utilities end public services required to serve a proposed use. <br />Findings: Broadway and 38th Street are constructed with full standard street improvements <br />including curbs, gutters, sidewalks and drainage control. All u:ilities are available to the site. <br />Conclusion: Gxisting strects and utilities are adequate to servc the proposed project. <br />3. The impAct of trat(ic generated by the proposed use on the surrounding area, pedestrisn <br />circuletion and public safety; and the ability of the proponcot to mitigate such potenHal <br />impacts. <br />Findings: The proposal is not expected to generatc an increase in traftic, since the usage of the video <br />board signage is intended only for participants witl»n Memorial Stadium. <br />To eliminate any visual impact on 13roadway, the video board must be located behind existing <br />outficld wall with approximately a 15 de6�ec orientation to ihe 3'� base side as marked with whitc <br />paint on thc ground on May 13, 2009. <br />To further reduce the visual impact, the Aquasox will install opaque netting on a pulley system that <br />will be strung betwecn thc first Ihree poles that support the outtield netting starting with the pole that <br />is closcst to 3S`" Streei to eliminate the vicw of the video board from Broadway. <br />Conclusion: "Phere are no significant tmffic impacts as a result of this project. <br />4. The provision oi adequatc off-strcet parking, on-sitc circuletion, and site access. <br />Findings: The cxisting par��ug areas for the site include the main south parking lot, the Longfellow <br />north parking lot, iuterior driveways and other arcas totaling 514 on-site achievxhle spaces. <br />Compliance ���ith specific procedures conditioned in SGPA MDNS No.96-040 remains unchanged. <br />Sincc thc principal usc is not cxpnnding, Qrerc is not cxpectcd to bc an increasc in the dcmand for <br />addiuonal parking. <br />Conclusion: Gxisting off-strect parking, on-site circulation, and site access is adequate to support thc <br />proposed projcct. <br />5.
