Street and neighboring residences and business to the west of the stadium, but will be operating only <br />during set hours of gamc days. <br />Conclusion: The proposal is not anticipatcd ro have adverse impacts on the surrounding properties. <br />6. The number, size and location of signs, especislly es t6ey relate to more sensitive Iand uses. <br />Findings: The proposed structure will have one video board measuring 26' wide by 16' high, <br />surrounded by up to six advertizing panels creating an overall dimension of 40' wide and 27' high. <br />The proposed location of the vidco board is above and behind the left field wall of Memorial <br />Stadium. <br />Conclusion: The video board's use is intended only for those within Memorial Stadium during <br />limitcd times on certain days of the year, and is not intended to be viewable Crom nearby streets, <br />ways, sidewalks or parking areas open to the public. As such, it is not regulated as a sign undcr <br />Everett's Municipal Code. The proposal is not anticipated to have adverse impacts on the <br />surrounding propertics. Additional screening will insure the video board is not vicwed from <br />IIroadway. <br />7. The landscaping, buffcring and screening of buildings, parking, loading and storage areas, <br />especislly as thcy rclafe to more sensitivc land uses. <br />Findings: Thc new structure will be paintcd thc samc grecn color as the existing out field wall, to <br />allow it to blcnd in with the curcent swetures. There is no landscaping currently at the planned site <br />location. <br />Conelusion: No adverse impacts are anticipated as a result of the proposal. <br />B. Thc generation of nuisancc irritants such as noise, smoke, dust, odor, glrre, visuel blight or <br />othcr ur.desirablc impscts. <br />Findings: Thc sign installation is planncd for daytimc hours and will create a minimum amount of <br />dust and debris. Thc sign design is simple and uncluttered with limited swcture. The vidco board's <br />use is intendcd for designated hours during day of events only, all other days it will remain dark. The <br />original location of thc vidco board was movcd east from 1cR field towards right 6eld to mitigate <br />visual impact on north bound tntiic on I3roadway. <br />Conclusion: Tl�c lighting of the video board will bc electronically controlled lo mitigate the output <br />requircd during thc varying Icvels of ambicnt light. The vidco board's light and glarc is intended to <br />crcatc no grcatcr impacl than existing stadium lighting. No noise, smoke, dust, odor, glare, visual <br />blight or other undesinble impacts arc anticipatcd as a result of the proposal. Proposcd scrcening on <br />cast sidc of vidco board will insurc that thc video board will not causc impact on f3roadway. <br />9. Consistency with thc goals and policics of the E��crett Genenl Plan for the aree and land use <br />designation in w�hich the properh� is located. <br />Findings: Thc sitc is designalcd 2.1, Schools and Church District, on the City of Everett's <br />Comprehensive Plan Map. The Comprchensive Plan contains policies that address the necd to <br />preserve thc character of existing neighborhoods and that limit the introduction of potentially <br />
