The project involves Level 2 Alterations to the building per IEBC Chapter 8. Accessibility improvements per IEBC
Section 705.2 shall be included in the project. Where the primary space is made to be less than fully-accessible per one of
the exceptions, documentation substantiating the limited accessibility improvements shall be submitted for review. Where
Exception 1 is used, the documentation shall itemize the improvements and estimated cost of work associated with each
item. See IEBC Section 806.1.
Response: The Pharmacy Replacement maintains the current full accessibility of the existing Providence Medical Center
facility. IEBC Section 806.1 references IEBC Section 705 for compliance with Accessibility requirements.Per IEBC Section
705 alterations are to comply with Section 705.1.1 through 705.1.14 and Chapter 11 of the IBC. Section 705.2 indicates where
an alteration affects the accessibility to a primary function, the route to the primary function shall be accessible.Per section
1103.2 of the 2015 IBC for Employee Work Areas, spaces and elements within employee work areas shall only be required to
comply with sections 907.5.3.2.3.1, 1009 and 1104.3.1,and shall be designed and constructed so that individuals with
disabilities can approach, enter and exit the work area. Two accessible routes have been maintained to the Replacement
Pharmacy per Section 1009. Common use circulation paths within the employee work area are to be accessible routes per
1104.3.1.Accessible routes to parking have been shown on new sheets A2.01 and A2.02 which provide overall plans'of the
PRMCE Facility.
7. Room C2-045 on Sheet A6.01 is a new accessible bathroom. Elevations for Room C2-045 are provided on Sheet A7.02.
Standard plumbing details are provided on Sheet A7.01. See IBC Section 1102.1,and references below to ICC A117.1-09
unless noted otherwise. The following comments shall be addressed:
a. The rear grab bar does not appear to comply with Figure 604.5.2.
b. Locate the water closet flush control on the open side per Section 604.6.
c. Specify signage outside the door on Sheet A6.01 per IBC Section 1111.1.
Response:
a. Per ICC A117.1-09,Section 604.5.2,Exception (1) allows the rear grab bar to be permitted to be 24 inches
minimum in length, centered on the water closet, where wall space does not permit a grab bar 36 inches
minimum in length due to the location of a recessed fixture adjacent to the water closet. The sink is in a
recessed area adjacent to the toilet not permitting the rear grab bar to be 36"in length.
b. Location of flush control added to Elevation 11/A7.02.
c. Signage is to be owner furnished, owner installed.Added note to sheet A7.01 to provide signage at accessible
toilet room to meet IBC Section 1111.1.
(Comment 07/17/19) 7c. I recommend providing a note on Sheet A6.01 indicating the required location of the signage.
Response:Note indicating signage location has been added to Sheet A6.01.
8. The proposed work areas includes a new single-user unisex bathroom at Grid D/3 per Sheet A6.01. The occupant load
for the new pharmacy area is 46 per Sheet A0.21. It appears that the new restroom is required because other facilities on
this floor are located within suites or private rooms, and are therefore not accessible. A minimum of one male and one
female restroom is required per IBC Table 2902.1 Item 5 for an I-2 occupancy. An additional restroom shall be provided,
or documentation shall be submitted demonstrating that the existing facilities are sufficient to support this area in addition
to the existing building load. The restrooms routes shall be accessible per Section 2902.3.1 and shall comply with Section
2902.3.2. See IBC Sections 2902.1.1 and 2902.2.
Response:The new restroom has been added as a convenience for Pharmacy Employees and as a requirement of the FGI
Standards for pharmacy design. An overall plan,Sheet A2.02,has been added to the set to show the entire floor of the facility
