Findings: The recycling facility will provide construction debris recycling services to the <br /> surrounding area. <br /> Conclusions: The proposed use provides a public benefit. <br /> 2. The adequacy of streets,utilities and public services required to serve a proposed use. <br /> Findings: The site is accessed off of East Marine View Drive which has the capacity to serve the <br /> intended use. The bridge over the railroad tracks to access the property was rebuilt and is <br /> adequate for truck traffic. Utility services, including water and sewer, are available to the site. <br /> Stormwater on the site will need to be managed in accordance with the City of Everett's 2010 <br /> Stormwater Management Manual or the 2005 Ecology Stormwater Management Manual. <br /> Conclusions: Adequate provisions for access, sewer, water and public services for the proposal <br /> can accommodate the proposed use. An Industrial Stormwater Discharge General Permit, <br /> administered by the Department of Ecology,is required for this project prior to operations. <br /> 3. The impact of traffic generated by the proposed use on the surrounding area, pedestrian <br /> circulation and public safety; and the ability of the proponent to mitigate such potential <br /> impacts. <br /> Findings: The traffic generated from the proposed recycling facility is not anticipated to be <br /> greater than past vehicular traffic to and from the existing warehouse building. Sidewalks are <br /> present on East Marine View Drive for pedestrian use which increases public safety. A portion of <br /> the sidewalk is not adequate and will require repairing on East Marine View Drive. <br /> Conclusions: No adverse traffic impacts are anticipated by the proposal. Pedestrian circulation <br /> remains the same. The sidewalk must be repaired by the driveway according to Public Works <br /> specifications. <br /> 4. The provision of adequate off-street parking,on-site circulation,and site access. <br /> Findings: The access bridge to the site from East Marine View Drive has a security gate that <br /> allows for authorized vehicle access. A minimum of 45 parking spaces are required for the <br /> recycling facility. The site plan shows that 48 existing parking spaces are available. On-site <br /> circulation as shown on the approved site plan is adequate. The secondary access to Riverside <br /> Road must remain accessible and unblocked per Fire Department requirements. <br /> Conclusions: The subject property has adequate provisions for off-street parking, on-site <br /> circulation and site access. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties, <br /> including the size, height, location, setback and arrangement of all proposed buildings and <br /> facilities, especially as they relate to light and shadow impacts on more sensitive land uses <br /> and less intensive zones. <br /> 2/5 <br />
