1. A Solid Waste Handling Permit and Plan of Operation,as an intermediate solid waste handling <br /> facility,is required by the Environmental Health Division of Snohomish Health District prior to <br /> operations. <br /> 2. An Industrial Stormwater Discharge General Permit,administered by the Department of Ecology,is <br /> required for this project prior to operations. <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. A sight-obscuring fence and landscaping is required around the outside edges of the areas devoted to <br /> the outdoor use, activity and storage. Fencing and landscaping shall be provided as specified on the <br /> landscape plan date stamped September 14,2010. Any changes to this plan require approval from the <br /> Planning Department prior to installation.Fencing and landscaping shall be installed and approved by <br /> the Planning Department prior to any outdoor storage activity. <br /> 2. A low wall of ecology blocks must be installed prior to outdoor operations along the 200 foot <br /> shoreline buffer adjacent to the outdoor wood storage area for the prevention of debris infringement <br /> into the shoreline overlay zone. <br /> 3. Any grading/fill on this site shall be done so as to not impact the surrounding properties. (SEPA <br /> Earth,Land and Shoreline Use Policies.) <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse impact <br /> on the environment. An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c). <br /> This determination assumes compliance with State law and City ordinances related to general environmental <br /> protection including but not limited to right-of-way improvement requirements,drainage,etc. This decision <br /> was made after review of a completed environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on request. This Mitigated Determination of Non- <br /> Significance is specifically conditioned on compliance with the conditions attached hereto which are <br /> incorporated by reference as if fully set forth herein. <br /> This Final MDNS is issued under 197-11-355.
