These are not SEPA conditions but are <br /> associated with other laws or requirements. All requirements are preliminary in nature,and are based upon <br /> the preliminary site plan and the ordinances in effect at time of submittal for SEPA review. The proposal <br /> must comply with all ordinances in effect at the time a complete building permit application is filed, <br /> including those not specifically set forth herein. Contact the Planning Department for information <br /> regarding appeals processes for the requirements listed in this document. <br /> 1) The site is located within the Everett Smelter Site,where soils and groundwater typically contain <br /> arsenic, lead, or cadmium above state cleanup levels. The Everett Smelter Site Upland Area Final <br /> Cleanup Action Plan/Final Environmental Impact Statement(FCAP/FEIS,Ecology Nov. 1999,as <br /> amended),incorporated by reference and available at the City Planning department,describes and <br /> adequately analyzes the Everett Smelter Site conditions,land use,and cleanup plan, including <br /> protective measures("institutional controls")to be used in areas where contamination may remain <br /> after cleanup. Before starting construction,the applicant/proponent shall consult with the Snohomish <br /> Health District or Washington State Department of Ecology regarding soil excavation,management <br /> and disposal, if any,and any required sampling of on-site soil to assure that surface soils(top two <br /> feet)meet FCAP/FEIS or other applicable standards. <br /> Comments from the Engineering/Public Services Department—Benyam Stephanos—425.257.8810 <br /> 2) Stormwater on the site shall be managed in accordance with the City of Everett's 2010 Stormwater <br /> Management manual or the 2005 Ecology Stormwater Management Manual. <br /> 3) All new parking areas shall comply with City of Everett standards.Existing non-conforming parking <br /> is exempt from this requirement. <br /> 4) Refer to the Fire Department comments for fire related issues. <br /> 5) Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 6) Lack of comment on the plans submitted with the application does not constitute approval of these <br /> plans. <br /> 7) Repair the sidewalk by the driveway. <br /> Comments from the Planning Department—Teresa Firnstahl—425.257.7281 <br /> 3/7 <br /> SEP - 35 <br />
