8) A minimum of 45 parking stalls are required for the recycling facility. The site plan shows 48 <br /> existing stalls. <br /> 9) As stated under the Mitigation of Adverse impacts by SEPA,a sight-obscuring fence and landscaping <br /> is required around the outside edges of the areas devoted to the outdoor use,activity and storage. <br /> Fencing and landscaping shall be provided as specified on the landscape plan date stamped <br /> September 14,2010.Any changes to this plan require approval from the Planning Department. <br /> Irrigation systems must be provided in all landscaped areas per Section 35.130 of the Zoning Code. <br /> A 2 year maintenance assurance device must be provided for the landscaping per Section 35.130B of <br /> the Zoning Code. Fencing and landscaping shall be installed and approved prior to any outdoor <br /> storage activity. <br /> 10)Rooftop mechanical equipment,including vents,must be screened per Section 39.040 of the <br /> Zoning Code. <br /> 11)A portion of the property is located within the Shoreline Overlay Zone. Currently there are no <br /> proposed developments or improvements within this zone that trigger a Substantial Development <br /> Permit.No substantial development shall be undertaken on the shorelines of Everett without first <br /> obtaining a shoreline permit. Substantial development is defined in RCW 90.58.030(3)(e). <br /> 12)Placement and screening of refuse disposal areas must be provided per Section 39.080 of the Zoning <br /> Code. Garbage receptacles, dumpsters and recycle bins must be screened from view from the street <br /> and from adjacent properties. Fire <br /> Department access roads(Fire Lanes) shall provide a minimum of 20 feet in width of unobstructed, <br /> paved driving surface with a minimum clear height of 13'6". Inside turn radii must be 35 feet. <br /> Outside turn radii must be 55 feet. Slope approach and departure angles must not exceed 8 <br /> degrees. Fire lane grade must not exceed 15 percent. Fire lane construction must comply with <br /> AASHTO 1130 load capacity(74,000 gvw). Fire Lanes will be posted and maintained as required <br /> by the Fire Department. Unorthodox access which meets code requirements but is too unusual <br /> for crews will not be allowed. <br /> 14)Buildings greater than 30 feet high require ladder apparatus access in accordance with the 2006 <br /> International Fire Code, Section D105. The unobstructed width of the access in the immediate <br /> vicinity of the building shall be 26 feet.
