City of Everett 12020 Water,Filtration,Sewer,and Stormwater Rate Study r <br /> Project Team r <br /> Judy Dean— Senior Financial Analyst <br /> • Over 25 years of experience in utility financial planning and rate setting. <br /> • Task Manager for the City's connection fee updates for water, sewer, and <br /> stormwater. <br /> • Task Manager for the City's impervious stormwater rate studies <br /> 1, • Developed hundreds of water cost of service and rate design analyses <br /> ;� and computer models (Excel-based). <br /> • Prior to joining HDR, worked for the City of Kennewick(WA) as a Finance <br /> Department Accountant. <br /> • Washington State Certified Public Accountant— Inactive. <br /> Tom Gould— QA/QC <br /> • Will be responsible for providing the study's overall project quality <br /> control/quality assurance. <br /> • More than 40 years of experience providing financial planning and rate <br /> studies for water and wastewater utilities. <br /> Co-instructor for the AWWA three-day Financial Management seminar for <br /> more than 25 years. <br /> • Contributing author and member of the editorial committee for the AWWA <br /> M-1 Manual, Principles of Water Rates, Fees and Charges. <br /> To assist in Tasks outlined in the scope of services, engineering assistance will be necessary. <br /> HDR wastewater engineering staff will be collaborated with to assist in reviewing and <br /> developing components of each of the tasks. <br /> Should other individuals be required for the City's study, HDR has available a number of other <br /> highly qualified financial, planning, and engineering individuals to meet any specific technical <br /> need associated with this study. <br /> Summary <br /> This section of HDR's proposal has provided an overview of the proposed project team <br /> organization for the City's study. <br /> Page 15 <br />
