EN
2. Evaluating conveyance system redundancy for wastewater conveyance systems outside
of the PGSF basin will be limited to identifying opportunities to divert flow into the PGSF
basin. This includes rerouting Lift Station 1 to PGSF through Lift Station 2 or diverting
wet weather flows off the Summit Interceptor.
3. Priority will be given to first achieving CSO control at the four CSO sites and then
achieving secondary objectives such as eliminating or reducing discharge of stormwater
at near shore outfalls.
4. Information regarding contamination in and around the former Kimberly Clark site and
other potential contaminated sites will be provided by the City's consultant, Floyd
Snider.
Deliverables
1. Meeting notes of workshop summarizing configuration of combined and stormwater
collection system in the basin tributary to the PGSF (PDF format).
Subtask 302 - Conveyance System Alternative Development
Consultant Services
1. Identify in a meeting with City staff high level conveyance options from various locations
within the PGSF basin to convey flows to the PGSF and then from the PGSF back to the
City wastewater collection system.
a) Consider operational options including gravity, gravity pressure main, or a pumped
force main.
b) Consider both conventional trench construction methods and trenchless construction
methods.
c) Identify independent and incidental options.
2. Perform high level screening of the initial options.
a) Develop per lineal foot conveyance cost values for high level screening.
b) Identify benefits and disadvantages of each of the conveyance options including
initial assessment of traffic impacts, potential for encountering contaminated soils
and groundwater,
3. Meet with City to review high level options and identify fatal flaws.
4. Based on results of the high level screening meeting with the City, develop up to four (4)
conveyance alternatives which will be combinations of the options identified previously.
Each alternative will at a minimum bring the four remaining CSO sites into compliance.
5. Provide information to the modeling team to allow each alternative to be modeled for
verification that all criteria is satisfied.
6. Provide detail to develop Class 5 engineer's opinion of probable construction cost
(OPCC) estimates of each of the alternatives under Task 600.
7. Prepare a comparison matrix of the alternatives based on the criteria established in this
Task.
8. Develop an alternative review and selection process with the City.
City of Everett—Port Gardner Storage Facility 9 Scope of Services
