Conduct up to two (2) workshop/review meetings of results with the City including:
a) Pre-site visit and safety briefing.
b) TM and Findings Review Workshop.
Client Responsibilities
1. Provide City health and safety procedures.
2. Provide record drawings and.historical O&M records.
3. Provide an escort and access to the facility and equipment.
4. Provide review comments for the Draft Condition Assessment Plan and TM
5. Participate in workshop/meetings.
6. Conduct CCTV inspection of piping within the Port Gardner Storage Facility as
recommended.
Assumptions
1. Electrical, Instrumentation and Controls (I&C), and HVAC condition assessments are
excluded from the evaluation.
2. Workshops are assumed to be 3 hours.
3. The operation of the drone will comply with all Federal Aviation Administration (FAA)
requirements. A Certificate of Authorization (COA), which is issued by the FAA to
operate a drone in controlled airspace, is not required since the site covered by this
scope is not within a controlled airspace.
4. No materials testing or disassembly of equipment will be performed.
5. No specialty vendors inspections (core sampling, acoustic testing, CCTV) are included.
If visual inspections determine these services are needed budget will be requested.
6. Site inspections will be done in accordance with City and HDR Team (BC subconsultant)
health and safety procedures, with appropriately trained City staff in attendance.
7. The condition assessment team will enter spaces that are typically occupied/entered by
City Operations and Maintenance staff.
8. Ratings provided as part of the condition assessment are considered "conceptual"
because they are based on a desktop screening analysis without the benefit of a
detailed structural analysis and sampling. For example, the actual construction or
condition of a facility ("today's condition") may differ from what is represented on as-built
drawings. Deterioration, age, and potential modifications or changed without further
documentation are possible for each structure that would not be apparent. Preliminary
risk ratings can be used for planning and prioritization but should not be used to deem
specific facilities as "safe" or relied upon to inform specific facility upgrades, retrofits, or
improvement projects.
9. Permit-required confined space access is not included for field investigations.
City of Everett—Port Gardner Storage Facility 13 Scope of Services
