1-31
6. Participate in workshop/meeting.
Assumptions
1. Site investigation will be completed in two (2) days.
2. Permit-required confined space access will not be performed for site investigations.
3. The City's consultant, Floyd Snider, has concluded that the treatment plant site does not
contain known hazards or contamination from past operations. No investigations for
hazardous materials or contamination will be conducted.
4. Materials testing will not be required.
5. Site condition assessment workshop/review meeting is assumed to be three (3) hours in
duration. Up to three (3) staff will attend the workshop/review meeting.
Deliverables
1. Workshop/meeting agenda and minutes (PDF format).
2. Draft and Final Site Condition Assessment TM (PDF format).
Subtask 403 — Infrastructure Resiliency Assessment
Objective
Assess the resiliency of the existing facility infrastructure with regards to potential future hazards
and/or risks. The resiliency assessment incorporates risks related to seismic and climate
change elements. ASCE 41 requirements and guidelines will not be used for this task, rather
IBC 2015, ASCE 7-10 and applicable codes to estimated loading and identifying deficiencies.
Consultant Services
1. Obtain and review data pertaining to tide levels, facility elevations, sea level projections
and predicted seismic and geologic activities.
2. Identify timing and potential impacts associated with mid-range and long-term sea level
projections on the facilities including the capacity of the DWO.
3. Prepare base maps showing potential inundation in the vicinity of the site as result of up
to two (2) static water level conditions.
4. Prepare a narrative of potential impacts and consequences associated with high water
levels and inundated areas.
5. Obtain and review available data related to the anticipated effects of climate change in
the region, including precipitation frequency and potential increases in the magnitude
and intensity of extreme storms.
6. Evaluate the impact of sea level rise on the capacity of the DWO.
7. Prepare a qualitative assessment of the vulnerability of the facility to the anticipated
effects of climate change with, mid-range, and long-term perspectives.
8. Prepare Draft and Final TM documenting the resiliency of the PGSF relative to sea level
rise and climate change.
City of Everett—Port Gardner Storage Facility 15 Scope of Services
