Subtask 404 — Facility Alternatives Analysis <br /> Objective <br /> Complete an alternatives analysis that includes facility and site elements needed to achieve <br /> CSO control and long-term facility improvements for management of City stormwater. <br /> Consultant Services <br /> 1. Review requirements for Engineering Report alternatives analysis as required by <br /> Ecology. <br /> 2. Establish planning criteria including sources of wastewater and stormwater flow. <br /> 3. Collaborate with the team and establish level of service criteria for CSO Storage (e.g., <br /> storage volume, screening, solids removal) and stormwater (e.g., detention, treatment, <br /> volume). <br /> 4. Evaluate O&M requirement needs for maintenance and remote operation of the assets. <br /> This activity includes review of the existing facilities and buildings on site. This task will <br /> primarily be conducted through interviews. <br /> 5. Develop a list of potential improvement needs and criticality. <br /> 6. Develop up to two (2) site wide alternatives for evaluation. Alternatives will include the <br /> complete set of facility elements needed to meet planning objectives established (e.g., <br /> processes, facility uses, conveyance, equipment.) Each alternative will include a list of <br /> processes (e.g., screening, storage), facility partitioning with volumes, on site <br /> conveyance routes, list of demolition and rehabilitation of existing assets, pumping, and <br /> other equipment needs. <br /> 7. Using the City's screening criteria perform screening and feasibility analysis of <br /> prospective projects. <br /> 8. Use a decision model to evaluate and rank potential improvement projects (potentially <br /> including estimated capital costs, quantitative or qualitative O&M costs/efforts, <br /> probabilistic risks and risk costs, and other considerations identified by the project team). <br /> 9. Develop alternatives layouts that are planning level (conceptual) and can be used for the <br /> Engineering Report. <br /> 10. Prepare alternatives descriptions that include specific projects at the site and <br /> implementation sequence. <br /> 11. Prepare a final Facility Alternatives Analysis TM. <br /> Client Responsibilities <br /> 1. Participate in workshop/meetings and interviews. <br /> 2. Provide alternative screening criteria. <br /> 3. Provide final direction on alternatives selection. <br /> 4. Review and provide input on alternatives selection and planning criteria. <br /> 5.
