The proposed sign face of the two rooftop signs will be secured to a newly constructed support <br /> wall designed to seamlessly integrate the signs into the framework of the building. The overall <br /> height of the signs will not exceed the height of the existing elevator shaft height of 83-feet. The <br /> northern section will be approximately 38 feet wide and the eastern side approximately 57 feet <br /> wide. <br /> The monument sign proposed within the Pine Street right-of-way will not exceed code standards <br /> for a freestanding sign in the C-2ES zone. <br /> Findings and Conclusions: The following findings and conclusions are based on the criteria <br /> established in Subsection 36.210.A of the City's Zoning Code — Comprehensive Design Plan <br /> permits. <br /> 1. Whether the proposal manifests exceptional visual harmony between the sign, <br /> buildings, and other components of the subject property through the use of a consistent <br /> design theme. <br /> Delta Hotel by Marriott is in the process of a complete renovation both interior and <br /> exterior including new landscaping. A key goal of the renovation is to modernize the <br /> appearance of the hotel which was originally built in 1981. The intent of the proposed <br /> rooftop signs is to create an aesthetically balanced look to the hotel's facade creating <br /> visual harmony between the signs and the building that would otherwise not be possible <br /> with current code. <br /> 2. Whether the sign or signs promote the planned land use in the area of the subject <br /> property and enhance the aesthetics of the surrounding area. <br /> The subject property is zoned C-2ES Heavy Commercial - Light Industrial / Everett <br /> Station, which permits hotel uses. The City of Everett's Comprehensive Plan has <br /> designated Pacific Avenue as a gateway corridor. Per the Comprehensive Plan the City <br /> shall give priority to the design and development of visual improvements in gateway <br /> corridors in efforts to encourage and stimulate redevelopment. With the hotel's modern <br /> renovation,new signage, and new landscaping,the proposed design promotes the planned <br /> land use by enhancing the aesthetics of the hotel, the arterial corridor, and the <br /> surrounding area. <br /> 3. Whether the sign and its placement obstruct or interfere with any other sign or <br /> property in the area or obstruct natural scenic views. <br /> The signs and their placements will not obstruct or interfere with any other signs or <br /> obstruct natural scenic views. The rooftop signs will not exceed the height of the existing <br /> elevator shafts. The City did not receive any comments during the public comment <br /> period. <br /> 4. Whether the proposed plan is aesthetically superior to what could be installed under <br /> existing criteria in this section. <br /> Due to the hotel's original building design, the proposed signs if mounted to the existing <br /> facade would cover existing hotel room windows.
