7. The proposed project and design does not significantly impact any <br /> Environmentally Sensitive Area regulations of the Zoning Code or Title 20 of <br /> the EMC, nor the State Environmental Policy Act (RCW 43.21C or WAC <br /> 197.11). (findings 11, and 22 through 25) <br /> 8. The proposed short subdivision meets the requirements of the City's drainage <br /> regulations. (finding 26) <br /> 9. The lots of the proposed short subdivision satisfy the requirements of yard area <br /> and on-site recreation as required by EMC 18.28.250 and 18.28.260. <br /> (finding 27) <br /> 10. Adequate water, sewage disposal and surface water management can be <br /> developed on-site for the short subdivision that satisfy City standards. (findings <br /> 9, 28 through 30, and 36) <br /> 11. Adequate fire protection will be provided to the site. (finding 31) <br /> 12. Access to the site is consistent with City standards for anticipated uses within <br /> the project. There is limited access to two of the lots (Lots 1 and 2) because of <br /> their current uses. The access to Lot 3 is reasonable for access to the short <br /> subdivision. (findings 4, 16, 17, and 32) <br /> 13. Issues, including surrounding streets, alleys, sidewalks, transit stops and safe <br /> walking routes, have been considered. The issue of safe walking routes to <br /> schools is not applicable to this request. (finding 35) <br /> 14. Existing public facilities and services are available to serve the site. These <br /> include streets, utility systems and public services. (findings 9, 28 through 30, <br /> and 36) <br /> 15. The subject property is not in a Flood Plain. (finding 38) <br /> 16. Landscape standards will be satisfied or consistent with Zoning Code, EMC <br /> and the modifications allowed per this decision. (finding 39) <br /> Review Process III — Special Property Use Permit and Landscape Modification <br /> Conclusions <br /> 17. The Review Process Ill — SPU is subject to review pursuant to the evaluation <br /> criteria as set forth in EMC 19.41.150.C(1 through 11). <br /> 18. A need has been demonstrated for the proposed facility. The facility will <br /> provide an opportunity for the City to address the needs of the homeless <br /> individuals who need safe surroundings. (findings 7, 16, 19, 40, and 66) <br /> 26 <br />
