31. The supportive housing proposed by CHS allows for the general access to the <br /> transit. (finding 65) <br /> 32. CHS has developed a record of similar housing in other communities. The <br /> agency has implemented a system for screening residents, setting standards of <br /> behavior and limiting or excluding certain activities from occurring on-site and <br /> thereby enhancing a general sense of safety expected by the community. <br /> From the testimony and evidence submitted, nothing has been shown to <br /> contradict the agency's ability to provide such service at the proposed project. <br /> (findings 41, 63, 89, and 93) <br /> 33. A use compliance inspection or report may be required periodically by the City <br /> as determined by the Everett Planning Director. If a permanent supportive <br /> housing project is discontinued or abandoned, future use of the property shall <br /> be in conformance with the use and development standards of the underlying <br /> zone or overlay zone. <br /> 34. The landscape modifications, as requested by CHS and the City, are consistent <br /> with the landscape philosophy of the City and will not be detrimental to the <br /> properties in the area. (findings 82 through 84) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered that the request of the <br /> City for approval of a three-lot short subdivision on 21.61 acres of the Reservoir No. 3 <br /> property at 6107 Berkshire Drive, Everett, Washington, is granted subject to the <br /> conditions listed below. The request of CHS for development of low barrier housing <br /> on Lot 3 of the approved short subdivision is granted. The approval is granted subject <br /> conditions listed below. The requested landscape modifications are approved. <br /> Short Subdivision Conditions: <br /> 1. A Public Works Permit is required for all preliminary site development required <br /> for the short plat. The permit application package shall contain, at a minimum, <br /> a Public Works Permit Application, four sets of detailed drawings in accordance <br /> with City Design and Construction Standards and Specifications for <br /> Development showing a construction erosion and sedimentation control plan for <br /> the proposed preliminary work, all required frontage improvements, a paving <br /> and landscaping plan for the access drive including any required signage or <br /> markings, a utility plan for all required utilities to be installed to the proposed • <br /> property line (including all existing and proposed easements), a permanent <br /> drainage plan, and two copies of the associated drainage report.
