7. There shall be an easement granted to CHS by the City of Everett on the east <br /> side of proposed Lot 3 for ingress, egress and utilities. The easement shall be <br /> used for no other purposes. Within this easement area is the Alderwood Water <br /> and Wastewater District's 36" transmission line. Landscaping within the CHS <br /> easement area is limited to low impact plantings with shallow roots (preferably <br /> drought-tolerant). Additionally, plantings are limited to only grass within 10 feet <br /> on either side of Alderwood's transmission line. <br /> 8. No piped irrigation shall be allowed within the CHS easement on the east side <br /> of proposed Lot 3. <br /> 9. A premise Double Check Valve Assembly (DCVA) is required for the irrigation <br /> service. <br /> 10. Stormwater shall be managed in accordance with the stormwater standards <br /> that are in effect at the time a complete building permit application, or other <br /> type of construction permit application, is received by the City. <br /> 11 The project is subject to Transportation Mitigation in accordance with EMC <br /> Chapter 18.40 (Ordinance 3387-14) and subsequent amendments to the <br /> ordinances. CHS is encouraged to obtain a copy of the Ordinance and <br /> determine applicable mitigation fees and/or other requirements prior to building <br /> permit application. The actual charge and requirements shall be as per the <br /> information on the approved plans at the time of building permit issuance and <br /> the ordinance in effect at that time. This project shall generate a net increase <br /> of four PM peak hour trips per the Traffic Impact Analysis prepared by Gibson <br /> Traffic Consultants and dated October, 2016. If calculated March 31, 2017, the <br /> full traffic mitigation fee owed by this project would be $9,600, due upon <br /> building permit issuance. <br /> Special charges for connection to sewer and water systems consistent with <br /> EMC 14.08.135 (Ordinance 3095-08) and subsequent amendments are <br /> applicable. The charges are based on projected water usage. CHS is <br /> encouraged to obtain a copy of the Ordinance and determine estimated <br /> charges prior to building permit application. The actual charges shall be <br /> computed by the Public Works Department per the ordinance in effect at the <br /> time and according to the information on the approved plans at the time of <br /> building permit issuance. <br /> Conditions 13, 14, 15 and 16 are imposed based on Snohomish County Public Utility <br /> District No. 1 (PUD #1) input. <br /> 13. According to PUD #1, there is sufficient electrical system capacity to serve the <br /> proposed development. However, existing PUD #1 facilities in the local area <br /> 32/3 <br />
