CHS is owner and management agent of Everett Safe Street Supportive <br /> Housing. CHS submitted that the mission of Everett Supportive Housing is "to <br /> provide low-barrier affordable housing for homeless individuals along with <br /> providing on-site services to help residents overcome the obstacles that led to <br /> their homelessness". The mission statement, as set forth in the Draft <br /> Management Plan for Everett Supportive Housing, is the foundation for the <br /> proposed request. In the Draft Management Plan, CHS identified potential <br /> neighborhood impacts and mitigation of those impacts. (exhibit 9, draft <br /> management plan, page 2; exhibit 1, staff report, page 19; testimony of Mr. <br /> Tippy; testimony of Mr. Rice) <br /> 42. As previously noted in Finding 3, the subject property is zoned R-1, Single- <br /> Family Detached Low Density. Pursuant to the Use Tables of the City of <br /> Everett, the proposed project is a permitted use subject to the issuance of a <br /> Special Property Use Permit. The permit must satisfy the General Criteria for <br /> Special Property Use Permits as set forth in EMC 19.41.150.C, as well as <br /> specific supportive housing use requirements as set forth in EMC 19.39.155. <br /> 43. In 2016, Snohomish County conducted a survey as a means to help determine <br /> the Everett/Snohomish County Continuum of Care for"addressing needs and <br /> making progress toward goals to prevent, reduce and end homelessness". As <br /> part of the process, it was determined that the over-all trends identified <br /> approximately 193 homeless people in the City as of January 28, 2016. The <br /> homeless individuals included veterans, unaccompanied youth under 24 years <br /> of age, chronically homeless individuals and families. <br /> On May 2, 2016, the City issued a request for proposals for the Housing First, <br /> low barrier housing project that could address the significant homeless needs <br /> identified in the Safe Streets Plan. The concept of the proposed project was to <br /> provide decent safe and sanitary housing for members of the community who <br /> are not housed in adequate shelter. On June 1, 2016, the Everett City Council <br /> selected CHS as the housing developer. After consideration of various sites <br /> throughout the City, on November 9, 2016, the City Council approved a <br /> Resolution designating the proposed site as the preferred location for the <br /> project. (exhibit 1, staff report, page 15; exhibit 11, Everett Safe Streets <br /> Supportive Housing Site Alternatives Analysis; exhibit 16, comments from <br /> agencies and city departments, page 2; testimony of Ms. McCrary) <br /> 44. CHS was the recipient of an Ultra High Energy Efficiency demonstration project <br /> grant that was given by the Washington State Department of Commerce. The <br /> development on-site is expected to exceed the State's Evergreen Sustainable <br /> 1`3 <br />
