Berkshire Drive which facilitates access onto the major transportation corridor. <br /> (exhibit 1, staff report, page 16; exhibit 14, traffic impact analysis; testimony of <br /> Ms. McCrary) <br /> 51. The conditions, as set forth herein and as recommended by the Public Works <br /> Department, mitigate impacts caused by the proposed facility. <br /> 52. The parking standard pursuant to EMC 19.34.020.6.1.f sets forth a requirement <br /> for one parking space per four units. Calculating this formula to the proposed <br /> development of subject property, 18 off-street parking spaces are required. <br /> CHS submitted plans to provide 21 off-street parking spaces. Three of those <br /> parking spaces are located in a utility easement. Even without these three <br /> parking spaces that are not guaranteed forever, the facility would still have 18 <br /> off-street parking spaces. Pedestrian circulation and public safety will be provided by the construction of a <br /> new five-foot wide sidewalk along the north side of Berkshire Drive. (exhibit 1, <br /> staff report, page 16; testimony of Ms. McCrary) <br /> 54. The building on-site is proposed to be four stories tall or approximately 50 feet <br /> to the main roof peak and approximately 60 feet to the top of the stair tower <br /> roof peak. However, because of its limited southern exposure, there will be <br /> minimal shading impact on the surrounding properties, and that impact will be <br /> mostly limited to morning shading of the commercial properties to the west <br /> along Evergreen Way. The proposed building will be set back at least 20 feet <br /> from Berkshire Drive. (exhibit 1, staff report, page 17; exhibit 6, building <br /> elevations and floor plans; testimony of Ms. McCrary) <br /> 55. Increases in building heights up to 75 feet for commercial properties adjacent to <br /> the site along Evergreen Way, which promotes mixed commercial/residential <br /> uses, were approved in the Evergreen Way Redevelopment Plan dated April <br /> 18, 2012. The residential neighborhood south of Berkshire Drive includes one <br /> to two-story single-family residential properties. West of the site are single- <br /> story commercial properties along Evergreen Way. To the north of the site is <br /> an existing five-story Fire Department training structure which provides for a <br /> large vacant land area from the site to the three-story apartment building on <br /> Highway Place. To the east is the Reservoir No. 3 and a golf course. To the <br /> southwest, there are more one to two-story residential properties. (exhibit 1, <br /> staff report, page 17; testimony of Ms. McCrary) <br /> 56. The proposed four-story building on-site will be compatible with allowable <br /> heights for the adjacent Evergreen Way parcels, as well as the adjacent five- <br /> story structure that is part of the Everett Fire Department's training facility. The <br /> proposed building is oriented on a north-south axis and will have less exposure <br /> to the single-family neighborhood to the south.
