planted along the south property line for further screening of the building, and it <br /> will include a mixture of deciduous trees ranging from 15 feet to over 35 feet in <br /> height that will provide a visual buffer from Berkshire Drive and the proposed <br /> building. (exhibit 1, staff report, page 17; exhibit 6, building elevations and floor <br /> plans, pages 1 through 8; testimony of Ms. McCrary) <br /> 57. The proposed structure will be compatible with other structures and <br /> improvements on the surrounding properties, including the size, height, <br /> location, setback and arrangements. The impact of light and shadows has <br /> been considered, and there will be no significant impact to sensitive land uses <br /> and less intensive zones. (exhibit 1, staff report, pages 16 and 17) <br /> 58. The landscaping requirement for Lot 1 is City of Everett Category B <br /> landscaping. This category includes plantings of either 10 feet of Type I, Visual <br /> Screen or 15 feet of Type II, See Through Buffer landscaping. Landscape <br /> Category B is a high category of landscaping that is intended to provide visual <br /> buffer between residential and non-residential uses with a dense row of trees, <br /> shrubs and groundcover. The City determined that no additional landscaping is • <br /> required on Lot 1 per the City's code. However, the Supportive Housing facility <br /> will have required landscaping of Landscape Category E, which is Type IV soil <br /> stabilizing vegetation which requires a minimum of lawn or other soil stabilizing <br /> plantings, including other groundcover, shrubs and trees. Type IV landscaping <br /> is a low category landscaping which applies to the entire lot. This type of <br /> landscaping typically applies to single-family zoned properties. (exhibit 1, staff <br /> report, page 17) CHS has requested landscape modification which is <br /> addressed in Findings 82 through 85 of this document. <br /> 59. The proposed facility will take approximately 12 months to construct, and during <br /> that time will generate nuisance irritants of noise and dust that are common in <br /> construction activity. The construction impacts will be mitigated by adherence <br /> to the Washington State Department of Ecology Best Management Practices <br /> for Storm Water Management. Construction hours will be limited to Monday <br /> through Friday, 8:00 AM to 5:00 PM. (exhibit 1, staff report, page 18; testimony <br /> of Ms. McCrary) <br /> 60. Upon completion of the project there should be minimal nuisance irritants <br /> generated from the site. Outdoor activities will be limited to daytime hours, and <br /> exterior lighting will be shielded in a manner that minimizes light spillage to <br /> surrounding properties. All trash will be contained and screened within a gated <br /> enclosure. Any air emission increases would primarily be from construction <br /> vehicles during the construction. There will be no release of toxic or hazardous <br /> substances as a result of the activity on-site. (exhibit 1, staff report, page 18) <br /> 61. CHS in the Draft Management Plan set forth that residents will either walk or <br /> ride bicycles to and from the building, transit hubs and amenities along <br /> Evergreen Way.
