In order to do <br /> so,the City Council must declare the area as an"urban center"as defined in RCW 84.14.040,and find that <br /> the area meets the criteria for being an urban center,which are: <br /> • The area must lacy as determined by the governing authority, sufficient available, desirable, and <br /> convenient residential housing, including affordable housing, to meet the needs of the public who <br /> would be likely to live in the urban center, if the affordable, desirable, attractive, and livable places <br /> to live were available; <br /> • The providing of additional housing opportunity, including affordable housing, in the area, as <br /> determined by the governing authority, will assist in achieving one or more of the stated purposes of <br /> this chapter;. <br /> The stated purposes of RCW 84.14.007, are to a) encourage increased residential opportunities within the <br /> targeted area of h city,and b) stimulate the construction of new multifamily ifamilV housing that will increase and <br /> improve r�sicientia Ci,uortuni ,:s 1Yithi1 il?e.
