o Cowardin Classification:Palustriniee,Forested,Broad-Leaved Deciduous, Seasonally flooded& <br /> saturated. <br /> o Department of Ecology Wetland Classification: Category III Wetland(overall score of 18 points <br /> with a habitat functions score of 3 points.) <br /> o City of Everett Standard Buffer Requirement: 60-feet <br /> The wetland is located in the southeast corner of the subject property and continues off-site to the <br /> southeast.The on-site portion of the Category III wetland is 882 square feet in size.The primary <br /> source of hydrology for the wetland is groundwater and overland flow/precipitation.It is located in a <br /> geomorphic position that is capable of collecting excess water from precipitation,runoff, <br /> groundwater,etc. Standing/ponded water was found on site.The wetland buffer vegetation is <br /> dominated by Himalayan blackberry. <br /> The project will avoid impacts to the wetland.A small portion of the overall wetland buffer(approx. <br /> 598 square feet)will be reduced to provide enough room for the proposed development. <br /> Approximately 1,220 square feet of additional buffer will mitigate impacts and be designated on the <br /> northern side of the existing wetland buffer.In addition,the entire buffer area after buffer width <br /> averaging will be enhanced with native vegetation.A mitigation monitoring plan will be implemented <br /> following buffer enhancement. <br /> The buffer reduction area is not adjacent to a sensitive portion of the wetland and does not provide <br /> special protections to the wetland.With the added mitigation area,a larger buffer area will provide <br /> greater protection of the wetland;therefore,the functions and values provided by the wetland will be <br /> maintained and will not result in any adverse wetland impacts. <br /> The wetland buffer will be enhanced/restored with native vegetation,including the newly designated <br /> buffer area.A total 8,139 square feet of buffer will be enhanced.Temporary construction fencing will <br /> be installed along the boundary of the wetland and buffer complex to prevent encroachment during <br /> construction.Following construction,a permanent split-rail fence and Critical Area signage shall be <br /> installed along the edge of the wetland buffer to minimize encroachment into and disturbance of the <br /> wetland and buffer area. <br /> Decision:Based on review of the application materials and the Shoreline Master Program regulations <br /> and the City of Everett Municipal Code the Planning Director finds the proposal consistent with the <br /> SMP and the Shoreline Management Act and applicable zoning codes therefore APPROVES the <br /> Shoreline Substantial Development Permit,the Design Modification request,and the Wetland Buffer <br /> Width Averaging Application subject to compliance with the fallowing conditions of approval: <br /> 1. Any changes to the plans require Planning Department approval. <br /> 2. The proposal must comply with all other City code and ordinance requirements,City of Everett <br /> Design and Construction Standards and Specification for Development not specifically set forth <br /> herein. <br /> SMA16-008 <br /> Page 7 of 13 <br />
