CITY OF EVERETT SPECIAL PROVISIONS [Modified per Addendum #1] <br /> 1-10.3(2) Maintenance and Protection of Traffic Control <br /> When the Bid proposed includes an item for "Maintenance and Protection of Traffic <br /> Control", the Work required for this item shall be to: <br /> 1. Furnish and maintain signs, cones, barricades, flasher, and other <br /> channelization devices; <br /> 2. Provide supervisory personnel for all labor for traffic control; <br /> 3. Provide labor and necessary vehicle(s) for set-up and removal of construction <br /> signs and the traffic control devices that are placed daily; I <br /> 4. Provide labor and vehicles for patrolling and maintaining in position all of the <br /> construction signs and the traffic control devices; <br /> 5. Provide labor, material, and equipment necessary for cleaning up, removing I <br /> and replacing all construction signs and traffic control devices that are <br /> destroyed, damaged or lost during the life of the project; <br /> 6. Provide flagging or use of police officers for the convenience of the , <br /> Contractor, such as facilitating movement of equipment on the site, laying out <br /> or relocating traffic control devices and signs. <br /> 7. Cost associated with preparation and distribution of public notices involving 1 <br /> parking, street access or traffic issues. <br /> Upon failure of the Contractor to immediately provide flaggers, erect, maintain, and <br /> remove signs; or provide, erect, maintain, and remove other traffic control devices <br /> when ordered to do so by the Engineer, the City may without further notice to the <br /> Contractor or the Surety, perform any of the above and deduct all or the costs from the <br /> Contractor's payments. ' <br /> The Contractor shall be responsible for providing adequate flaggers, signs, and other <br /> traffic control devices for the protection of the worker and the public at all times <br /> regardless of whether or not the flaggers, signs, and other traffic control devices are <br /> ordered by the Engineer, or paid for by the City. The Contractor shall be liable for <br /> injuries and damages to persons and property suffered by reason of the Contractor's <br /> operations or negligence in connection therewith. <br /> 1-10.3(3) Not Used <br /> 1-10.3(4) Traffic Control Labor <br /> The Contractor shall furnish all personnel for flagging to control traffic during <br /> construction operations. Flaggers shall have a current certification (Flagging Card) <br /> from the State Department of Labor and Industries (WAC 296-155-305). Employees of <br /> the Contractor engaged in flagging or traffic control shall wear reflective vests and hard <br /> hats. During hours of darkness, white coveralls or white or yellow rain gear shall also <br /> be worn. The vests and other apparel shall be in conformance with Section 1-07.8. <br /> The Contractor shall furnish the MUTCD standard Stop/Slow paddles, except the <br /> minimum width shall be 24-inches, for the flagging operations. During hours of <br /> darkness flagger stations shall be illuminated to insure that flaggers can be easily seen <br /> without causing glare to the traveling public. The Contractor shall develop and use a <br /> method to ensure that flaggers have adequate warning of objects approaching from <br /> behind the flagger. <br /> All flaggers shall start a new job with an on-site orientation. This orientation must <br /> include, but not be limited to, the flagger's role and location on the job site, equipment, <br /> traffic patterns, communications and hazards specific to the work site. <br /> If off-duty uniformed police officers are not available for traffic control for Work within <br /> signalized intersections, Contractor may provide four flaggers.
