The Contractor is required to actively solicit bids for subcontract work from <br /> "Disadvantaged Business Enterprises" (DBE's) and "Women's Business Enterprises" <br /> (WBE's). The Contractor is required also to document such effort on the "City of <br /> Everett Disadvantaged/Women's Business Enterprise" form and to submit said form, in <br /> accordance with SECTION 004539 of the Contract Documents, with its Bid. <br /> 1.18 NON-COLLUSION AFFIDAVIT <br /> A. The Contractor must submit a "Non-Collusion Affidavit" in accordance with SECTION <br /> 004519 of the Contract Documents as part of the Bid package. If the City has reason <br /> to believe that collusion exists among Bidders, the City will reject the Bids of the known <br /> participants in such collusion and may, at its option, require that all Bidders certify <br /> under penalty of perjury, that no collusion has occurred or exists. <br /> 1.19 STATE SALES TAX <br /> A. The Washington State Department of Revenue has issued special rules on the State <br /> sales tax.
