4 <br /> A <br /> .11 <br /> 1 (a) The building Inspector of the City of Everett and those <br /> acting under his direction; the City Health Officer, or the <br /> 2 person acting as the City Health Officer; the Fire Chief, or <br /> the Fire Marshal (sometimes referred to as Chief of the Fire <br /> 3 Prevention Bureau); and/or their duly authorized agents, shall <br /> examine or cause to be examined every building or structure or <br /> 4 portion thereof known to be or reported to be dangerous or <br /> damaged or dilapidated or known to be a "dangerous building" <br /> 5 within the terms and definition of this Ordinance. Such <br /> reports shall be made to the Building Inspector who shall <br /> 6 receive, evaluate, file and maintain a record of such reports, <br /> and keep said reports for the Improvement Board. <br /> 7 <br /> (b) There is hereby created an Improvement Board to be composed <br /> 8 of five (5) members appointed by the Commissioner of Public <br /> Works with the consent of the Everett City Council. The <br /> 9 members of this Board shall be chosen at large from residents <br /> of the City of Everett, and consideration shall be given to <br /> 10 the experience, qualifications and background of said <br /> individuals in the field of construction, planning or <br /> 11 drafting of buildings and building plans; said persons so <br /> appointed to tie Board shall serve at the pleasure of the <br /> 12 Commissioner of Public 'forks and may resign or be replaced <br /> by said Commissioner with the consent of the 'Jity Council <br /> 13 at any time. The Building Inspector shall act as ex officio <br /> member and be the secretary of said Improvement Board and <br /> 14 maintain all of its records and reports of dangerous buildings <br /> as provided in this Ordinance. Upon appointment, the Board <br /> 15 shall meet for organizational purposes and select from one <br /> of its number a Chairman and shall meet from time to time <br /> 16 upon the call of the Building Inspector or Chairman. <br /> 17 (e) The Building Inspector, or any of the other City Officers <br /> named in sub-paragraph (a) of this Section, or the Improvement <br /> 18 Board (after a preliminary investigation, ) and after application <br /> of standards and definition set forth in this Ordinance, shall <br /> 19 cause to be served either personally or by registered mail <br /> upon all persons having any interest in the subject property as <br /> 20 shown upon the records of the Snohomish County Auditor and <br /> shall post in a conspicuous place on such property a Complaint, <br /> 21 stating in what respect such dwelling, building or structure <br /> is unfit for human habitation or other use; provided however, <br /> 22 in any event where such Complaint seeks or orders a demolition <br /> of a building or structure, such Complaint must be issued by <br /> 23 the Improvement Board and made returnable to the said Improve- <br /> ment Board. 411 parties in interest named in the Complaint <br /> 24 shall be given the right to file an answer to the Complaint <br /> and to appear in person or otherwise and to give testimony <br /> 25 at the time and place fixed in the Complaint or Notice attached <br /> thereto.
