1 of the complaint and the parties in interest shall file answers <br /> to the Complaint with the Building Inspector not less than five <br /> 2 (5) days before the time fixed for hearing said Complaint. A <br /> copy of such Complaint shall also be filed with the Auditor of <br /> 3 Snohomish County and such filing of the Complaint or Order <br /> shall have the same force and effect as other Lis Pendens <br /> 4 notices as provided by the laws of the State of Washington. <br /> 5 (d) The Complaint may be returnable before the Officer or <br /> Inspector issuing said Complaint where it is only for the <br /> 6 repair, improvement or vacation of the building. All <br /> Complaints for demolition of a building may be issued by an <br /> 7 officer or inspector as named in this Ordinance but shall all <br /> be returnable before the Improvement Board. The officer or <br /> 8 Board, as the case may be, may determine that the dwelling, <br /> building or structure is unfit for human habitation or other <br /> 9 use, if it finds that conditions exist in such building or <br /> structure as defined in Section 2.24.010 of this Ordinance <br /> 10 after applications of the standards as defined in Section <br /> 2.24.011 of this Ordinance. <br /> 11 <br /> (e) After a hearing as provided for herein before the officer <br /> 12 issuing the Complaint, or before the Board, where returnable <br /> before the Board as the case may be, the officer or Board shall <br /> 13 enter findings in writing. If the determination is that tle <br /> dwelling is unfit for human habitation or the building or <br /> 14 structure is unfit for other use, or must be demolished, <br /> repaired or improved, then such determination shall be set <br /> 15 forth in Findings of Fact by the Board or officer and said <br /> Board or officer shall issue and cause to be served upon the <br /> 16 owners or other parties in interest as provided herein and <br /> shall post in a conspicuous place on said property an Order <br /> 17 which requires the owners or other parties in interest within <br /> the time specified in said Order to repair, alter or improve <br /> 18 such dwelling, building or structure, to render it fit for human <br /> habitation or for other use, or to vacate and close said <br /> 19 dwelling, building or structure, if such course of action is <br /> deemed proper on the basis of the standards set forth in this <br /> 20 Ordinance; or require the owner or parties in interest within <br /> the time specified on the Order to remove or demolish such <br /> 21 structure, dwelling or building if this course of action is <br /> deemed proper on the basis of said standards. If no appesl is <br /> 22 filed within the time set forth in this Ordinance, a copy of <br /> such Order shall be filed with the Auditor of Snohomish County. <br /> 23 <br /> (f) It shall be the responsibility of the Building Inspector <br /> 24 to diligently prosecute the terms of such Order after the <br /> same has been entered, and to enforce the penalty provisions of <br /> 25 this Ordinance and make other appropriate recommendation in <br /> the event of non-compliance with the order of the inspector or <br /> 26 the Board, as the case may be. <br /> 27 (g) It shall be the duty of the Building Inspector and all other <br /> Inspectors or Officers as defined in this Ordinance making <br /> 28 reports to the Building Inspector of dangerous buildings, to <br /> 29 <br /> 30 <br /> 31 <br /> 32 -4— <br />
